Energy-Environment-Manufacturing
Technology Reinvestment Project
(EEM-TRP)

Project that is a voluntary effort between industry,
federal agencies, DfE, and other parties that fosters
the integration of environmental protection functions
into the basic business-oriented activities of metal
fabricating shops, includes providing information
about less polluting materials and process
alternatives.

The website currently contains the following two

Common-Sense Initiative: Metal
Finishing Sector

The Common Sense Initiative (CSI) is an innovative
approach to environmental protection and pollution
prevention developed by the U.S. EPA. The CSI
addresses environmental management by industrial
sector rather than by environmental medium (air,
water, land). The EPA selected six industries /sectors
to serve as CSI pilots, of which metal finishing is one.
The sector subcommittees consist of representatives
from industry, environmental justice organizations,
labor organizations, environmental organization,
federal, state, and local governments, and address
environmental issues facing these industries to
promote pollution prevention strategies that are
environmentally and economically beneficial.

State Of The Art (SOTA) Manual for
Surface Coating Operations

The New Jersey Air regulations require newly
constructed, reconstructed, or modified equipment
and control apparatus to incorporate advances in the
art of air pollution control developed for the kind and
amount of air contaminant emitted by the applicant's
equipment or control apparatus.

The Air Pollution Control Act of New Jersey directed
the Department to publish technical manuals that
would include performance levels with respect to air
pollution control, to be used by some permit
applicants for demonstrating advances in the art of air
pollution control.

"Advances in the art of air pollution control" is
commonly referred to as "State-of the-Art" or SOTA.
SOTA generally includes performance limits that are
based on air pollution control technology, pollution
prevention methods, and process modifications or
substitutions that will provide the greatest emission
reductions that are technologically and economically
feasible.

Metal Painting and Coating Operations

The Northeast Waste Management Officials'
Association (NEWMOA) designed this manual to
provide environmental assistance staff with a basic
reference on the metal coatings process. The purpose
of the manual is to enable assistance providers to rely
on a single publication to jump start their research on
pollution prevention for companies with which they
are working. The manual is explicitly designed to be
useful to assistance professionals with experience
working with metal coating operations and those who
have never before encountered this process. The U.S.
Environmental Protection Agency Pollution
Prevention Division funded this manual as a model of
a comprehensive packet of pollution prevention (P2)
information on a single industry.
