Highlights

•	Conduct a waste characterization study evaluating the types of materials generated and discarded
in Minnesota and their relative prominence in Minnesota's waste stream.

•	Advance infrastructure for solid waste data.

Overview of Minnesota's Planned Activities

Minnesota will determine parameters for a Minnesota-specific waste characterization study. The
study will allow Minnesota and others to make informed and strategic decisions on which materials
to prioritize for prevention and recycling programs. Minnesota will harmonize material categories
and subcategories and their definitions, harmonize sampling and sorting methods (including ways to
account for geographical differences, seasonal changes, and different sources of waste), and choose
a way to identify and recruit facilities where sampling may occur. The study will involve waste sorting
events. Finally, Minnesota will focus on improving the state's ability to track progress toward
national and state goals by developing metadata and creating a relational database structure for
reported data. The reported data will be linked to a new waste characterization study and a life cycle
assessment tool to produce estimates of greenhouse gas produced annually.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to Minnesota once all legal and administrative requirements are satisfied.
