Overview of Missouri's Planned Activities Missouri will update the state's 2005 Solid Waste Management Plan with input from interested parties across the state, including 25 members of Missouri's Solid Waste Advisory Board. The plan will include an addendum identifying priority items and implementation strategies. It will also include a statewide market development plan, with strategies for maximizing collected funds and improving markets for scrap tires, recovery of emerging materials (e.g., solar panels and wind turbines), and addressing challenges in data collection, metrics, and tracking. The recommendations from the statewide market development plan will support priorities and strategies in the solid waste management plan. As one more part of the overarching solid waste management plan, Missouri will commission a sustainable organic materials management plan, including strategies for usable food recovery to reduce food insecurity, recovery of organic materials for animal feed, and recovery of biochar for agricultural applications. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution. EPA will make the award to Missouri once all legal and administrative requirements are satisfied.
