Montana will develop a template for an integrated waste management plan for local governments to use and tailor to each region. The local plans will address each community's unique economic conditions and resources. Montana will determine the number of regions in Montana to establish for the project and work directly with local citizens, businesses, and commissioners to find interested groups for those regions who will help Montana gather community information on waste collection, storage, transfer and disposal options. Montana will then develop a profile of each service area including information on waste generated, recycled, and composted within the area to establish a foundation for projections. Montana also will provide a web-based service to businesses and communities, including rural and disadvantaged communities, to measure tons diverted from landfills, understand how materials flow through Montana, and calculate achieved environmental savings. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution. EPA will make the award to Montana once all legal and administrative requirements are satisfied.
