Highlights

Overview of New Jersey's Planned Activities

New Jersey will develop guidance and tools to help local businesses and communities meet food
waste reduction and recycling policies and goals. The local guidance will include strategies and
recommendations for prevention, donation, and diversion of food waste from landfills/incineration in
rural, urban, and suburban areas, along with recommendations on proper storage and pickup
frequency. New Jersey will make information about existing infrastructure in the state, food waste
prevention strategies, applicable regulations, program training and maintenance accessible to the
public. New Jersey also will collect food waste generation data from various businesses to support
the development of a New Jersey-specific estimation tool that will allow businesses to accurately
report how much food waste they are generating to the state. Lastly, the state will conduct studies
to characterize and quantify the types of food waste generated at local businesses, with an emphasis
on plate waste.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to New Jersey once all legal and administrative requirements are satisfied.
