Name: Ohio Environmental Protection Agency Region: EPA Region 5

Highlights

•	Develop a comprehensive organic materials management plan.

•	Support a comprehensive data collection effort to establish a baseline for organic
materials management in Ohio.

Overview of Ohio's Planned Activities

Ohio will conduct a statewide full waste characterization study and develop its first comprehensive
plan focused on organic materials management to advance the goals of the state's Solid Waste
Management Plan. As part of this effort, the state will identify—and provide a strategy to close—the
data gaps that prevent establishing a comprehensive organic materials management plan. Ohio will
then develop strategies to overcome barriers and accelerate opportunities to create a circular
economy. Ohio also will conduct a study to pinpoint the total amount of organic materials being
generated, landfilled, and diverted through various methods in Ohio. Through a detailed waste
characterization effort, Ohio will establish defined categories for the organics waste stream and
provide specific measurements of each material and its end-of-life management. Ohio also will assess
existing, accessible organic material processing infrastructure in the state, and then determine what
new infrastructure is needed to maximize material recovery opportunities.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to Ohio once all legal and administrative requirements are satisfied.
