Highlights

a zero waste plan.

Overview of California's Planned Activities

California will focus on incorporating rural needs into California's zero waste plan. They will examine
current waste management practices and local government resources, engaging communities to
better understand needs specific to their local economies, geography, and demographics. California
will analyze data to gather materials flow data from transfer, processing, and disposal facilities in
rural counties and engage with local governments.

California will also assess opportunities to implement zero waste strategies in rural counties and
stimulate job creation in the circular economy through enhanced recycling, composting, material
diversion, and reuse/refill infrastructure. They will also develop methods to measure the progress
and success of such a plan in those counties.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to California once all legal and administrative requirements are satisfied.
