Highlights

•	Develop and implement a new data storage system to track the flow of municipal solid waste,
recyclables, and construction and demolition waste materials.

•	Evaluate the efficacy of recently implemented municipal diversion programs through targeted
waste characterizations.

•	Support solid waste and recycling training program for state and local staff.

Overview of Connecticut's Planned Activities

Connecticut will design and develop a new, more nimble data management system than the one it
uses now; evaluate the efficacy of recently implemented municipal diversion programs through
targeted waste characterizations; and support the Northeast Waste Management Officials
Association in establishing a regional professional development training program for solid waste and
recycling officials. Connecticut will first focus on data system design and development, data system
testing and migration, and data analysis. The result will be a system that is based on reliable baseline
data, uses standardized data points, and supports a data extraction system that is more responsive
to the needs of Connecticut, the legislature, local elected officials, and the public.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to Connecticut once all legal and administrative requirements are satisfied.
