Overview of the District of Columbia's Planned Activities

The District of Columbia will develop, assess, and retool its operations to support the escalation of
reduction, reuse, and recycling activities needed to achieve an 80% diversion rate. The solid waste
management plan will include a waste characterization study and an organics management plan. The
purpose of the solid waste management plan is to translate the goals and actions of the new zero
waste plan into an operations plan for the District, outlining the steps the they must take to achieve
an 80% diversion rate. The District will extract organics management content from the solid waste
management plan into an organics management plan that can be presented as an individual
deliverable per the requirements of D.C. Law 23-211 Sec. 2(b)(2).

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to the District of Columbia once all legal and administrative requirements
are satisfied.
