Overview of Hawai'i's Planned Activities Hawai'i will identify, measure, and quantify solid waste streams in four counties on the islands of Hawai'i: Maui, Lana'i, Moloka'i, and Moloka'i. Hawai'i will conduct a statewide waste characterization study, observe and characterize the waste streams studied, then use the final study to inform future solid waste management efforts, conduct targeted outreach, and publish the results. The study will inform Hawai'i's planning, management, and outreach efforts, particularly in disadvantaged communities, to increase solid waste diversion rates and support the State's efforts to achieve the U.S. EPA's National Recycling Goal and Food Loss and Waste Reduction Goal. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution. EPA will make the award to Hawai'i once all legal and administrative requirements are satisfied.
