Overview of Iowa's planned activities Iowa will develop a statewide food waste minimization and management study as part of a broader objective to minimize upstream food loss and increase diversion of food waste from landfills. To advance progress toward a circular economy and divert more material from landfills, Iowa will also determine and analyze the life cycle impacts of select materials and processes, developing an approach to use and reuse materials more productively. The agency also will focus on improving the state's recycling efforts for deposit-eligible, single-use beverage containers based on an assessment of Iowa's recovery, redemption and recycling rates for deposit-eligible beverage containers and their associated economic and environmental impacts. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution. EPA will make the award to Iowa once all legal and administrative requirements are satisfied.
