Overview of South Dakota's Planned Activities South Dakota will conduct a survey of nine separate recycling facilities, collecting data to compare the results to the most recent survey in 2011. The new recycling surveys will provide data on waste composition and contamination rates. South Dakota will also conduct a feasibility study on recycling abandoned junk vehicles and cleaning up of properties, which will include researching available programs in other states and assessing how to develop a state-funded program that would pay for cleaning up properties. South Dakota will also perform a feasibility study to evaluate food waste volumes, technologies, and collection strategies. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution.
