Overview of Utah's Planned Activities Utah intends to conduct its first ever waste characterization study to help it set policy and plan for future sustainable materials management practices in Utah, including in underserved areas of the state, which also will inform revisions to the Solid Waste Management Plan. Utah will offer to state and local policymakers a presentation on the revised plan, along with strategies and recommendations for greater sustainable materials management. Utah also will improve its electronic data collection interface to reflect the materials management strategy and track data relevant to the National Recycling Goal and Food Loss and Waste Reduction Goal. Utah will make these data available to the public. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution. EPA will make the award to Utah once all legal and administrative requirements are satisfied.
