Investing in America through the Bipartisan Infrastructure Law Solid Waste Infrastructure for Recycling State and Territory Grant Fact Sheet Virginia Grant Recipient Information EPA Information Name: Virginia Department of Environmental Region: EPA Region 3 Quality Highlights • Update Virginia's Solid Waste Management Plan. • Develop an online recycling data analysis application to improve Virginia's solid waste Overview of Virginia's Planned Activities Virginia will update the state's Solid Waste Management Plan through a series of actions that include identifying groups who will play a role in meeting the objectives of the plan; assessing activities associated with post-consumer materials management; analyzing current measurement and tracking capabilities; and identifying connections to circular economy and climate goals. Virginia will also develop an online recycling analysis application to measure solid waste recycling conducted by permitted facilities and solid waste planning units in the state. The data improvements will help Virginia more clearly define the waste streams being measured, identify specific materials being measured (and appropriate units), develop a detailed methodology, and show the contamination of recyclable material streams. Virginia also will integrate recycling data with existing solid waste data to improve overall data quality and achieve national recycling goals. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution. EPA will make the award to Virginia once all legal and administrative requirements are satisfied.
