Overview of Kentucky's Planned Activities

Kentucky will create a new sustainable materials management plan, setting new recycling goals and
a framework for future planning and decision-making on the distribution of funding and technical
assistance. The plan will document accomplishments in the last 30 years and establish a baseline
from which to measure improvements. It will also focus on higher landfill diversion and recycling
rates, better access to and participation in recycling programs across Kentucky, and higher volume
and quality of materials being recycled. Kentucky will start with a baseline Economic Impact of
Recycling Study and a Circular Economy study to guide the development of the sustainable materials
management plan. To improve data, Kentucky will develop a more user-friendly tool for counties and
streamline review and management of recycling data, which will allow for demonstration of progress
in reporting and recycling efforts. Kentucky will develop and implement a statewide model
education and outreach campaign in partnership with other state agencies and environmental
education groups.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to Kentucky once all legal and administrative requirements are satisfied.
