Overview of Guam's Planned Activities Guam will hire trainers to conduct sessions on how to compost in the territory. Guam plans to partner with an organization to conduct the training and follow-up activities. Training modules will include two sessions in each village per year on the following topics: creating compost, amending soil with compost, and using compost to grow produce. Guam will improve their data collection activities by measuring tons of residential food and yard waste diverted annually from the landfill into compost. Guam also will gather data to calculate its annual recycling rate. Establishing this training and technical assistance program will utilize wasted food to benefit the residents of Guam through improved soil to grow fresh and local produce. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution.
