The U.S. Environmental Protection Agency (EPA) recognizes the overall
environmental benefit of siting renewable energy projects on contaminated
properties. EPA's RE-Powerina America's Land Initiative, tracks renewable
energy projects on formerly contaminated lands, landfills, and mine sites to
educate stakeholders and encourage future site developmentJThis publication
includes information about geothermal, biomass, solar and wind installations.
EPA has compiled the following information and trends related to the type
and geographic distribution of renewable energy installations that have been
successfully developed on contaminated lands.2 EPA finds:
Approximately 68% are large-scale systems with a project capacity of
1 MW or more.
States with the highest number of installations include Massachusetts
(135), New Jersey (81), New York (52) and California (30).
93% of all installations are solar photovoltaic (PV).
60% of all installations are located on former landfills.
Over 25% of all solar installations are located in Massachusetts.
Five wind installations in Wyoming comprise 11% of the total installed
capacity nationwide.
The 530 renewable energy installations identified by EPA's RE-Powering
Initiative comprise a cumulative installed capacity of 2,580.03 MW. The
renewable energy generated by these installations is used to export energy
onto the utility grid, offset onsite energy demands, and/or power cleanup of
contaminated sites.
This document provides summary statistics and analyses regarding the
types and characteristics of projects (e.g., system sizes, renewable energy
technologies, energy uses) that have been completed on contaminated
properties to date. The information can be used to help compare and learn
about state and local efforts or identify sites with common characteristics. At
the end of this document, EPA includes a project tracking list with publicly
reported information about each known, completed installation. In addition
to the completed sites listed in this document, EPA is actively tracking over
200 renewable energy projects on contaminated properties that are in
various stages of planning, approval, or construction. The information in
this document may help inform future development planning for renewable
energy installations.

State Policy Matters
The map shows the impact of certain state policies that encourage renewable
energy development on contaminated lands, including state financial incentives
and streamlined permitting reviews.3
States with longstanding policies designed to encourage renewable energy
development on contaminated lands tend to have the largest number of renewable
energy installations on contaminated lands, as seen on the map.
State policies are key drivers of RE-Powering projects because the policies generally
focus on site types and renewable technologies common in the state, build on
existing state clean energy policies, and reflect stakeholder engagement.
For example, Rhode Island has enhanced solar incentives for brownfields within
its Renewable Energy Fund, with more than a dozen projects receiving program
awards. The Illinois Climate and Equitable Jobs Act (CEJA) contains a procurement
requirement that at least 3% of new utility-scale solar output must come from
brownfields (including solid waste landfills and closed coal mines) and Illinois has
awarded 72 MW of brownfield solar project capacity from CEJA procurements
over the past two years. New Jersey has implemented a range of RE-Powering
policies over the past decade, which are summarized on the next page.

State Policy Profile: New Jersey
A significant percentage of New Jersey's solar capacity has been developed
on RE-Powering sites, which can be attributed largely to the development
and implementation of state policies that provide incentives and help reduce
uncertainty, cost, and other barriers. With the highest population density in the
nation, New Jersey has been encouraging reuse of landfills, brownfields, and other
types of underutilized sites for solar to help preserve their limited greenspace and
meet clean energy goals. Cumulatively, 81 solar projects providing over 400 MW
of capacity have been installed on RE-Powering sites in New Jersey (see chart at
right), the second-highest totals in the nation.
New Jersey's policies address many barriers to the reuse of contaminated lands
for renewables, including lack of information on suitable sites, permitting timeline
uncertainties, and increased costs. New Jersey provides a variety of information and
resources, including a suite of free mapping tools. A community solar PV siting tool
(see the example map below) provides information on potential sites by integrating
utility data on how much new solar can be accommodated at specific points on the
electric grid with renewable energy potential and land use data layers.4
To accelerate project development timelines and reduce permitting uncertainties,
the state has implemented intra-agency and inter-agency coordination
mechanisms. Within the New Jersey Department of Environmental Protection, the
Office of Permitting and Project Navigation provides a one-stop shop to accelerate

environmental permit reviews. New Jersey's environmental, energy, and economic
development agencies engage in substantial proactive coordination throughout
the review and approval process, including the completion of sequential and
timely reviews of financial incentive applications and participation in regular
progress meetings on RE-Powering projects known to be in development.

Contaminated Sites. New Jersey has tailored RE-Powering policies to meet its unique
circumstances and needs and has developed several best practices to streamline
development and help ensure long term success. A number of other states have

Inside the Numbers
Currently, 61 % of the renewable energy
systems identified in the tracking matrix
sell power back to the grid as wholesale
electricity, while another 10% provide
energy via community solar projects.
Systems range from utility-scale
projects, such as 118.5 MW of wind on
abandoned mine land in Wyoming, to
smaller scale projects, such as the 0.2
kW onsite green remediation project on
a Resource Conservation and Recovery
Act (RCRA) site in Oklahoma.
RE-Powering capitalizes on the
opportunity to both address
contamination and support renewable
energy implementation to achieve
the associated economic and
environmental benefits. Renewable
energy systems installed to date
demonstrate the viability of projects
across all EPA and state remediation
programs. Completed projects include
powering industrial facilities at sites
subject to RCRA corrective action
offsetting the energy demands at
federal facilities with ongoing cleanup
activities, and repurposing brownfield
and Superfund sites.
RE-Powering is tracking nine installations
that also utilize battery storage. For
example, Rutland Landfill (Stafford Hill)
has a 2.3 MW solar PV installation with
4 MW of additional energy storage in
batteries. This system acts as a microgrid,
providing power to the city's emergency
center at the high school.

Continuing Growth
Beginning in 2008, RE-Powering has seen a marked upward trend in terms of the
number of new renewable energy projects developed on contaminated lands,
the amount of installed capacity produced by these projects and the number of
projects connected to the wholesale electricity grid.12 These trends demonstrate
that communities, developers, and site owners are embracing this sustainable land
development strategy.
The range in project sizes reflects a variety of factors including market conditions and
trends, available acreage, electricity demands, and policy initiatives. When comparing
the number or projects to project capacity, the data
show medium- to large-scale installations (1-10 MW)
make up 64% of the total number of installed projects
to date, while larger systems (10+ MW) comprise 59% of
total installed capacity on contaminated lands.
Of identified projects, 93% are solar PV projects
developed on contaminated lands, landfills, and
mine sites, representing about 71% of total installed
capacity, which is a relatively new trend as tracked
solar projects overtook wind projects in late 2017 to
represent the majority of total capacity. While wind
energy represents only 5% of renewable energy on contaminated land projects, a few
very large installations maintain a measurable percentage of installed capacity for wind
(about 27%). These include the Casselman Wind Power Project in Somerset County,
Pennsylvania (35 MW); Steel Winds in Bethlehem, New York (35 MW); Highland Wind
(62.5 MW) and Highland North Wind (75 MW) in Cambria County, Pennsylvania; the
wind farm at Columbia Ridge Landfill, Oregon (100 MW); and the three wind farms at
the former Dave Johnston Mine in Glenrock, Wyoming (276 MW). Wind tends to be used
more often on vast tracts of contaminated land, such as mine sites, while solar PV is the
dominant technology at smaller tracts such as municipal solid waste (MSW) landfills.
RE-Powering supports a sustainable land development strategy for renewable energy.
One continuing trend is the reuse of former landfills as large solar PV developments.
To date, EPA is aware of 312 solar projects making productive use of former landfills.
Of these, at least 288 (92%) were completed between 2012 and 2023. Many more are
currently in the planning, permitting, or construction phase. For more information

Trends in Project Size13
As the number of renewable energy installations on contaminated land has increased, the size range and variation in project usage has also continued to expand.
Projects provide energy to support everything from onsite green remediation to supplying large capacity grid connected operations. Overall, 81 % of RE-Powering
projects are 5 MW in capacity or less. RE-Powering wind projects tend to generate much larger energy capacity than solar projects. Average wind project size is 27.6 MW
versus 3.7 MW for solar. Only 1 % of solar projects are larger than 20 MW.
Initially RE-Powering projects were very small at approximately 10 kW. With many more projects providing energy to the electricity grid, project size has generally increased
since 2011. However, the percentage of total projects in the 1 - 5 MW range has remained relatively constant since 2014, currently accounting for over 50% of projects.
As noted in the Continuing Growth section, the RE-Powering Initiative has seen a marked and sustained upward trend in solar installations on contaminated lands.
For instance, between 1997 and 2007, there were only 12 solar projects installed on contaminated land, whereas in 2017 alone, 64 solar projects were installed on
contaminated lands. While installations vary in size, the size distribution across all projects has not been marked by a particular trend and the predominant solar project
size on contaminated sites has consistently remained in the 1 - 5 MW range.

There has been a steady growth of both the number of installations and overall installed capacity since 2007. As illustrated in the graphic below, some of this growth can
be attributed to increased knowledge about the concept, the introduction of EPA's RE-Powering Initiative, and new incentives designed to increase renewable energy
production. The Infrastructure Investment and Jobs Act and Inflation Reduction Act (IRA) represent historic levels of investment in clean energy solutions. These recent
laws include provisions to expand access to affordable clean energy, including at RE-Powering projects.

Among the various technologies and available sites, solar PV on landfills has been a particularly attractive redevelopment option and over time, has represented an increasing
share of all RE-Powering sites. The percent of all RE-Powering sites that were solar on landfill installations increased from 39% in 2012 to 83% in 2018.

Building Strong Communities
Community solar programs offer the economic
and environmental benefits of solar to individuals
that typically lack access to traditional solar
power due to physical, ownership, and/or
financial limitations.These programs promote the
implementation of cost-effective solar installations
and expand access to solar power by customers
who subscribe to the project. Community solar is
increasing in popularity as illustrated by the graph
below showing that community solar projects
as a share of all project types have increased
significantly over the past decade. Additionally,
many of these projects benefit the community by
allocating a certain percentage of subscriptions
to low- and moderate-income customers, using
local subcontractors to assist with installation and
maintenance, and providing solar employment
training for community residents.

Waste to Watts
A 4.3 MW ground-mounted community solar project recently installed
on a landfill in Bethel, NY has lowered the energy bills for subscribers by
approximately 10%, provided financial benefits to the town in the form
of both energy savings and over $28.000 In annual lease payments, and
transformed otherwise unusable municipal land. This project, near the site of
the legendary Woodstock Music and Art Fair, provides over 5 million kWh of
clean renewable energy and remove over 3.600 metric tons of carbon dioxide
equivalents annually. After many years of exploration and planning, the
Town of Bethel developed and implemented the necessary legal structure in
2016 to allow for the installation and use of solar energy generating systems.
They also coordinated with EPA and Cornel! University to complete a solar
feasibility study and determine suitable sites for the development of a solar
installation, culminating in a signed lease in 2019. As of 2023, the project is
fully operational with numerous subscribers in the community benefitting
from this initiative.

Superfund to Solar - Large and Charged
A recently installed 25.6 MW solar project has transformed the Combe Fill
North Landfill, a former Superfund site in Mount Olive, New Jersey, into an
income-generating asset that provides clean and affordable power for over
4.000 homes and has resulted in the creation of new jobs, the generation
of additional tax revenue, and environmental quality improvements in the
Mount Olive community. The Mount Olive property operated as a sanitary
municipal landfill from 1966 to 1978, accepting domestic and industrial
wastes, along with dry sewage sludge. It was placed on the National Priorities
1 ist (Superfund) in 1982. Cleanup was completed in 1991 and the site was
removed from the NPL in 2004.This innovative project involved a landfill
purchase through the redevelopment and tax lien foreclosure process, and
has consequently led to the elimination of a 30-year tax burden by enabling
the township to recoup $2.3 million in past taxes and generate approximately
$50.000 per year in annual tax revenue. Due to this unique approach, this
project won the 2021 Award for Innovation in Governance from the New Jersey
League of Municipalities and serves as a helpful example for other government
entities that would like to effectively redevelop closed landfills while also
increasing tax revenue. Upon completion, this project was the largest solar
installation on a landfill in North America.

RE-Powering Initiative Encouraging Coal Ash and Solar
Project Opportunities
RE-Powering and the National Renewable Energy Laboratory (NREL) are
engaging with utilities such as Tennessee Valley Authority (TVA) to examine
solar project opportunities at coal ash sites. EPA regulates coal ash disposal
units under the Resource Conservation and Recovery Act (RCRA) in the United
States. EPA recognizes the advantages of installing solar on top of closed coal
ash landfills because of the potential to reuse coal ash sites and to connect
directly with existing grid infrastructure. Solar installations on closed coal ash
units may have the potential to help manage the costs of post-closure care and
generate local revenue through the generation of clean electricity. In addition,
productive use of coal ash units for the generation of clean energy aligns with
President Biden's January 2021 Executive Order19 and its goals of revitalizing
coal-based communities and pursuing environmental justice for populations
negatively impacted by coal mining.20 EPA and NREL have developed a Coal Ash

TVA Exploring Building Utility-Scale Solar on Closed
Coal Ash Sites
TVA is piloting a program at the Shawnee Fossil Plant in West Paducah,
Kentucky, which will evaluate the integration of coal combustion residual (CCR)
site closure with the development of utility-scale solar projects.
TVA is in the process of closing the plant's coal ash site "in place" utilizing a closure
cap system made from a geosynthetic liner to place a closure turf layer over top of
the site. The turf is designed to allow the direct attachment of solar panels to the
closure turf in a system that maintains the integrity of the closed site.
The utility's next steps include environmental reviews, project development,
engineering and procurement, and the evaluation of relevant IRA provisions
that may affect TVA.

Interested in Technical Assistance for a Renewable Energy
Project in Your Community?
Renewable energy projects are a great way for local governments and other
site owners to use landfills or other contaminated lands to increase revenue,
meet sustainability goals, and reduce energy burdens. Local governments use
solar power on contaminated land to meet clean energy and climate goals by
reducing the pollution of electricity sources supplying the electricity grid. This
also puts land that might not otherwise have options back into productive reuse.
The non-profit RMI (founded as Rocky Mountain Institute) partners with
multiple providers through EPA's Technical Assistance to Brownfields (TAB)
program to advance clean energy projects on brownfields and closed
landfills. This "Brightfields Accelerator" support includes site screenings, utility
engagement strategies, tools, and other resources to help local governments,
site-owners, and community partners make smart and sustainable choices
about the reuse and revitalization of brownfield sites and prepare for funding,
financing, and procurement for clean energy. To learn more about this technical

RE-Powering Mapper Update
Interested in developing solar on landfills and other contaminated lands? RE-
Powering has added additional layers related to the IRA, the Energy Community
Tax Credit Bonus to EPA's RE-Powerina Mapper 3.0.
The Energy Community Tax Credit Bonus applies a bonus of up to 10% (for
production tax credits) or 10 percentage points (for investment tax credits) for
projects, facilities, and technologies located in energy communities.
The RE-Powering Mapper reflects currently available data from the IRA on two
types of energy communities:
• Energy communities that are census tracts and have had coal mine closures
after December 31,1999 or coal-fired electric generating unit retirements
after December 31, 2009, and tracts that are directly adjoining.
• Metropolitan statistical areas (MSAs) and non-metropolitan statistical areas
(non-MSAs) that are energy communities for 2023. These MSAs and non-
MSAs have had for at least one year since 2009,0.17% or greater direct
employment related to extraction, processing, transport, or storage of coal,
oil, or natural gas (the fossil fuel employment (FFE) threshold) and have an
unemployment rate for 2022 that is equal to or greater than the national
average unemployment rate for 2022.

where renewable energy systems have been installed on potentially contaminated lands, landfills, or mine sites. Project capacity data reflect total system capacity, which may be installed in whole or in part on potentially
contaminated lands, landfills, or mine sites. For systems with an installed capacity less than 10 kW, the capacity is shown as 0.00. Where information was not found for a given site, it is noted as "Unknown" or with a "-"for numerical
