U.S. Environmental Protection Agency TSCA PCB Approval Florida Transformer, Inc. 4509 State Highway 83, DeFuniak Springs, Florida Fact Sheet for Public Notice July 2017 Introduction This Fact Sheet is being issued by the Environmental Protection Agency (EPA) to notify the public of environmental activities that are being proposed for the Florida Transformer, Inc. (FTI) facility located in DeFuniak Springs, Florida. FTI is located on approximately 50 acres with one main building, a detached office and a residential building used for personnel training. FTI provides services to electric utilities, cooperatives, municipalities, military installations, etc. FTI services are mostly within the Southeast to include Florida, Alabama, Georgia, Mississippi, and Louisiana. The activities at the facility identified in the draft Toxic Substance Control Act (TSCA) polychlorinated biphenyl (PCB) Approval include the storage of PCB electrical equipment and oil. This fact sheet provides an opportunity to learn more about the TSCA Approval process, as well as the upcoming public comment period and meeting. The main subject of this notification is a TSCA PCB Approval document. Upcoming Public Comment Period and Meeting The draft TSCA PCB Approval document is open for a 45-day public comment from July 26, 2017 to September 9, 2017. The public may provide written comments during the 45-day comment period. Please submit your comments by letter or email, postmarked by the deadline to Terri Crosby-Vega (contact information on page 2). EPA will finalize its decision after responses have been prepared to all written comments received. A copy of the draft TSCA PCB Approval is available at EPA's public notice website at go.usa.gov/xNHKx. The draft TSCA PCB Approval and application are available in hard copy format at the Walton-DeFuniak Library (On the Lake Circle) 3 Circle Drive, DeFuniak Springs, Florida. The hours of operation are Monday-Saturday from 9am-5pm, with the exception of Tuesday closing is at 8pm. Comments are being accepted on the draft TSCA PCB Approval, not the supporting documents. In order to give area residents an opportunity to meet and discuss the draft TSCA PCB Approval, the EPA will hold a Public Availability meeting on August 22, 2017 at 6pm at the DeFuniak Springs Civic Center located at 361 North 10th Street DeFuniak Springs, Florida 32433. The meeting will start with a brief presentation to provide an overview of the TSCA requirements. Following the presentation, an informal session will be held to provide opportunities to discuss and ask questions. Background Under the TSCA regulations, FTI must obtain an EPA PCB Approval to receive PCB waste from off-site and store the PCB waste at its facility. The Florida Department of Environmental Protection (Florida DEP) has authority to issue Resource Conservation and Recovery Act permits in the State of Florida, but not to issue TSCA PCB Approvals. Because Florida DEP &EPA What is TSCA? TSCA stands for the Toxic Substances Control Act regulations. The Toxic Substances Control Act of 1976 provides EPA with authority to require reporting, record-keeping and testing requirements, and restrictions relating to chemical substances and/or mixtures, which include PCBs. FTI is an electrical power and distribution equipment service, decommission and repair facility. Some of the equipment FTI receives has TSCA PCB oil. The TSCA PCB equipment and oil are required to be stored in an approved storage area and/or tank prior to treatment or disposal. FTI may treat some oil onsite in their mobile treatment unit that has an EPA Headquarters' PCB Approval or the oil will be sent to a TSCA approved incinerator. ------- does not have authority delegated for the TSCA Program, the EPA must issue the PCB Approval, Above: Picture of transformers that are recycled or disposed at Florida Transformer. As requested by EPA, FTI submitted an application to the EPA. The EPA has reviewed FTI's application for the DeFuniak Springs facility. The total volume of PCB waste that may be stored for disposal at FTI in PCB containers, tanks, and PCB articles (transformers) shall not exceed 15,000 gallons. The PCB waste may be stored in 55-gallon containers, five 1,295-gallon tanks, drained or undrained PCB transformers, PCB contaminated bushings and PCB remediation waste. The draft TSCA PCB Approval has three Sections: Standard Conditions, General Facility Conditions, and PCB Storage Management. The draft TSCA Approval is scheduled to be issued for ten years. However, the EPA has the authority to suspend or revoke the PCB TSCA Approval at any time when the EPA has reason to believe that the continued operation of this facility presents an unreasonable risk to human health or the environment. At this time, the EPA has determined that the commercial storage of PCB waste in accordance with the draft TSCA PCB Approval Conditions established will not pose an unreasonable risk of injury to human health or the environment.
