Overview of Nevada's Planned Activities

Nevada will develop a feasibility study to inform practical actions in a "hub and spoke" model that
could meet the needs of Nevada's rural and disadvantaged communities. A hub and spoke recycling
system typically consists of centralized processing centers (hubs) and surrounding communities
(spokes) that feed the recyclables they collect to the main hubs. Nevada also will conduct a
composting impact and analysis study with the purpose of integrating knowledge about composting
practices within the state and assessing the financial opportunities available within composting
programs. Nevada will conduct training programs in rural communities on sustainable materials
management. Additionally, they will conduct internal training for staff to stay up to date on recycling
and composting. Nevada also will develop a contract for creating a roadmap to a circular economy.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to Nevada once all legal and administrative requirements are satisfied.
