INTRODUCTION TO THE SITE AND STATEMENT OF PURPOSE
The U.S. Environmental Protection Agency, Region VII (USEPA) and the U.S. Army
Corps of Engineers, Kansas City District (USACE) have prepared this Explanation of
Significant Differences (ESD) to document modifications to the referenced cleanup
decision document for the Former Naval Ammunition Depot (NAD) in Hastings,
Nebraska. The USEPA and USACE signed a Record of Decision in July 2002 that
selected the remedy for cleanup of carcinogenic polycyclic aromatic hydrocarbons
(PAHs) in surface soils at residential properties on the NAD. The 2002 ROD indicated
that a future ROD would be issued to address remediation of PAHs in surface soils within
the non-residential properties of the NAD. After further evaluation, the USEPA and the
USACE have concluded that the remedy selected for cleanup of the residential properties
at the NAD is also applicable to the previously investigated non-residential properties of
the NAD. This ESD clarifies how the remedy selected in the 2002 ROD will be applied
to eight non-residential properties. This ESD leaves intact the selected remedy in the
2002 ROD, which remains fully protective of human health and the environment, and
simply extends the area to be covered by this remedy to include certain currently non-
residential properties at the site where PAHs have been found in the soil.
The USEPA and the USACE have prepared this ESD in accordance with Section 117 (c)
of the Comprehensive Environmental Response, Compensation and Liability Act as
amended (CERCLA) and, to the extent practicable, the National Oil and Hazardous
Substances Pollution Contingency Plan (NCP). The USEPA and USACE have consulted
with the Nebraska Department of Environmental Quality (NDEQ) during preparation of
this ESD. The USEPA and the USACE approval of this ESD is indicated by the approval
signatures included with this document.
This ESD will become part of the Administrative Record for cleanup decisions for the
NAD. The record is available for review at two Information Repositories located at:

SITE HISTORY, CONTAMINATION AND SELECTED REMEDY
The NAD was established in the early 1940s occupying 48,753 acres in south central
Nebraska. Approximately 15 percent of the NAD is located in Adams County and 85
percent is located in Clay County. The NAD was an active industrial complex
responsible for producing nearly one-half of the ordnance used by the Navy during World
War II and the Korean Conflict. Decommissioning of the NAD occurred between 1958
and 1967 followed by sale or transfer of the NAD property to various local and federal
agencies, private landowners, businesses and industries. Current land use is
predominantly agriculture with light industry and scattered residences.
The USEPA placed the NAD on the National Priorities List in 1986 as part of a regional
area of groundwater contamination known as the Hastings Groundwater Contamination
Site. The USACE began investigating the NAD for potential sources of environmental
contamination in 1987, which led to organizing the environmental restoration activities at
the NAD into operable units (OUs). The OUs 4, 15 and 16 taken together, all address
one component or another of the surface soils at the NAD.
The environmental restoration activities included investigations of suspected areas of soil
and groundwater contamination. Initial investigations identified several contaminants of
concern in surface soils including explosive compounds, metals and PAHs. Various
remedial actions were completed during the period from 1990-2002 to address the
contaminants of concern and protect human health and the environment. Several of these
past actions addressed PAHs in surface soils. In 1996-1998, surface soils posing the
greatest threat to human health (referred to as "hot spots") were remediated in accordance
with a 1990 ROD and its 1995 ROD Amendment. In 2002, PAHs in surface soils at nine
residential properties were remediated in accordance with the 2002 ROD. Following
these remedial actions, the only PAHs potentially attributable to NAD activities are
associated with previously investigated properties that are currently non-residential.
The 2002 ROD provides a detailed history and discussion of environmental conditions
associated with the NAD as well as a detailed description of the selected remedy for
cleanup of PAHs in surface soils at residential properties.
DESCRIPTION OF SIGNIFICANT DIFFERENCES AND THE BASIS FOR
THOSE DIFFERENCES
The 2002 ROD addressed PAHs in surface soils at nine residential properties. The
selected remedy was based on eliminating potential exposure of residential populations to
PAHs in surface soils. PAHs were also found in surface soils at non-residential
properties on the NAD. Current land use on these properties is either agricultural or
industrial. The demographics of Adams and Clay Counties indicate that future land use
at the NAD will continue to be predominantly agricultural or industrial. Adams County
has enacted ordinances that restrict residential development at the former NAD. Clay
County does not have ordinances that restrict future residential development at the former
NAD.

The USEPA and the US ACE believe that remediation of the PAHs at the non-residential
properties should consider the possibility of future residential development. As a result
of these considerations and cost effectiveness, the selected remedy in the 2002 ROD is
applicable to the non-residential properties and addresses the possibility of changes in
future land use while providing long term protection of human and health and the
environment. This ESD preserves the selected remedy in the 2002 ROD while expanding
its application to currently non-residential properties at the NAD.
All components of the selected remedy in the 2002 ROD remain unchanged for the ESD.
• Soils exhibiting PAH concentrations exceeding the cleanup goals for residential land
use will be excavated and transported off-site for treatment or disposal. The cleanup
levels for residential land use as presented in the 2002 ROD are shown in the table on
the following page.
• Soils exhibiting PAH concentrations exceeding the criteria for treatment will be
subject to incineration to achieve permanent destruction of the PAHs. The criteria for
treatment as presented in the 2002 ROD are shown in the table below.
• The limits of excavation will be based on sampling data from previous investigations.
The depth of excavation will be 1 foot or 2 feet depending on the results of
confirmation sampling.
• Soils will be transported for disposal in accordance with the regulatory requirements
identified in the 2002 ROD. Based on site knowledge and previous studies at the
NAD, the non-residential soils are not presently expected to be hazardous under the
Resource Conservation and Recovery Act (RCRA), but further determinations will be
made during the response action to classify the soil. Depending on the results of
these additional studies, state and federal regulations governing solid or hazardous
waste may be applicable to excavation and removal activities including the following:

• The excavated areas will be restored by backfilling with clean soil followed by
restoration of the disturbed areas.
• There are no required institutional controls associated with the selected remedy.
• There are no changes in the applicable or relevant and appropriate Federal and State
requirements, standards, criteria, and limitations (known as ARARs).

Note: The concentration criteria requiring permanent destruction were developed in the 1995 ROD
Amendment for non-hazardous soils. It is anticipated that a waste determination of the cPAH contaminated
soils at the non-residential properties will confirm that these soils are also non-hazardous. The waste
determination will include an evaluation of the soil characteristics based on the Toxicity Characteristic
Leaching Procedure for metals and semi-volatile organic compounds. If some or all of these soils are
classified as hazardous by characteristic (as opposed to soils considered to be a listed waste), and it is
determined that the land disposal restrictions in 40CFR Part 268 apply, then the hazardous soils with cPAH
concentrations exceeding 10 times the universal treatment standard in 40CFR Section 268.48 Table UTS
will be incinerated.
Although this ESD retains the selected remedy in the 2002 ROD, its application to the
non-residential properties at the NAD will increase the number of properties and volume
of contaminated soil to be remediated. The ESD will also increase the overall cost of
remediation as summarized below:
• There are eight non-residential properties to be remediated as shown on the attached
Drawing. The ESD Companion Document in Appendix A contains detailed
information on the selection of non-residential properties for remediation.
• The volume of soil to be remediated at the non-residential properties is estimated to
be 1,640 cubic yards. Based on sample results at the time of this ESD, it appears that
the concentrations of PAHs at the non-residential properties do not exceed the criteria
for treatment, and that there will likely be no increase in the volume of soil requiring
treatment.
• The cost of remediation for the eight non-residential properties is estimated to be
$485,000.
The planning and design activities associated with remediation of PAHs in surface soils
at the non-residential properties are currently scheduled to begin in the summer months
of 2004. All field activities will be coordinated with the property owners. The remedial
activities are scheduled to be completed in the Fall of 2004 subject to availability of
funds.

SUPPORT AGENCY COMMENTS
The USEPA and the USACE consulted with the NDEQ during preparation of this ESD.
The NDEQ supports the modifications to the 2002 Record of Decision described in this
ESD.
STATUTORY DETERMINATIONS
The selected remedy in the 2002 ROD as applied to the non-residential properties under
this ESD is protective of human health and the environment, complies with Federal and
State requirements that are applicable or relevant and appropriate to the remedial action,
and is cost effective.
PUBLIC INFORMATION
This ESD will be mailed to the affected property owners whose property will be
remediated under the ESD. It will also be mailed to NDEQ. The USACE will publish a
notice regarding availability of this ESD in the Hastings Tribune. Additionally, this
document will be included in the Administrative Record file as well as the Information
Repositories located in Hastings, Nebraska.

The U.S. Environmental Protection Agency, Region VII (USEPA) and the U.S. Army Corps of
Engineers, Kansas City District (USACE) have prepared an Explanation of Significant
Differences (2004 ESD) to document modifications to the 2002 Record of Decision (ROD) for
polycyclic aromatic hydrocarbons (PAHs) in soil at residential properties on the former Naval
Ammunition Depot (NAD) near Hastings, Nebraska. This Companion Document is Appendix A
to the 2004 ESD. The 2004 ESD leaves intact the selected remedy in the 2002 ROD, which is
fully protective of human health and the environment, and simply extends the area to be covered
by the selected remedy to include certain currently non-residential properties on the NAD where
PAHs have been identified in soil from previous NAD-wide investigations. The purpose of this
document is to: 1) identify the non-residential properties to be remediated under the 2004 ESD,
2) provide estimates of areas and volumes of contaminated soil, and 3) estimate the cost of
remediation associated with the non-residential properties. This document is intended to address
PAH contamination throughout the NAD and serves as the definitive and final document
addressing NAD PAHs.
Readers of this document who are not familiar with the environmental restoration activities at the
NAD, particularly for PAHs in soils, are referred to the 2002 ROD for a history of the NAD,
description of operable units (OUs), previous investigation results and response actions, potential
sources of PAHs, and the selected remedy that will be applied to the previously investigated non-
residential properties across the NAD. Copies of the ROD are available at the information
repositories listed in the 2004 ESD.

A-2.0 Background Information
Environmental restoration activities by US ACE began in 1987 and have continued through the
present. As the number of investigations increased over time, the NAD was subdivided into
"operable units" (OUs). Five OUs have been established for restoration of the former NAD.
The reader is referred to Section 2.2.2 of the 2002 ROD for detailed definitions of the five OUs
at the NAD. The five OUs are briefly described below.
• Surface soil contamination at the Hastings East Industrial Park (HEIP), a geographic
area in the western part of the NAD where the majority of the load, assemble, and
pack facilities were constructed. This area is referred to as OU4.
• Vadose zone contamination throughout the NAD. The vadose zone generally refers
to the soils below a depth of 10 feet extending to the ground water surface, underlying
the HEIP. The vadose zone at the NAD is referred to as OU8.
• Contaminated groundwater at the NAD. Groundwater underlying the NAD is
referred to as OU14.
• Explosives Disposal Area, Yard Dump, and Bomb and Mine Complex, a geographic
area of the NAD containing two major waste disposal areas and a large production
area. This area is referred to as OU16.
• All other areas of the NAD not included in the other OUs are collectively referred to
as OU15.
The previous investigations showed that PAHs are found in surface soils, not the vadose zone or
the groundwater. The results of previous investigations for PAHs in soils are documented in five
primary documents prepared by US ACE and their consultants and are available at the
information repositories listed in the ESD.
• Final Remedial Investigation Report, Operable Unit 1, Former Naval Ammunition
Depot, Hastings, Nebraska (USACE, 1990). (Note: Operable Unit 1, originally
named by U.S. Corps of Engineers, Northwest Division, Kansas City District
(CENWK), was renamed Operable Unit 4 after this report was issued to be consistent
with the operable unit numbering system adopted by the USEPA for the various
subsites of the Hastings Groundwater Contamination Site.)

This document discusses all sample locations where PAH concentrations exceed the residential
cleanup levels presented in the 2002 ROD. A brief summary of the nature and extent of PAHs in
soils within OUs 4, 15 and 16 and brief discussions of exceedences are presented below.
Operable Unit 4
The previous investigations of OU4 focused on the load, assemble, and pack facilities of the
NAD including waste disposal areas, wastewater discharge areas, and explosives burning areas.
Surface soil contamination, where present, included explosives, metals and PAHs.
Over the period of time that environmental investigations have been ongoing at the NAD, a large
amount of data has been presented in various reports concerning the frequency and
concentrations of PAHs observed across the NAD and particularly in OU4. During the remedial
investigations (RIs) and subsequent pre-design investigations for OU4 in the 1990s, there was
extensive soil sampling and analysis to better define the areas and depth of contamination related
to PAHs. A total of 894 samples were collected and analyzed for PAHs during the OU4 pre-
design investigation. The frequencies of detection of PAHs detected during this investigation of
OU4 are summarized below (refer to the 2002 ROD, Section 2.5.1.1, Site Features, for detailed
summary tables).
• Approximately 45 percent (176) of the 393 surface soil samples (< 2 feet in depth)
collected exhibited benzo(a)pyrene. The PAH compound with the lowest frequency
of detection was dibenz(a,h)anthracene at less than 15 percent of all surface samples
analyzed.
• Approximately 6 percent (31) of the 501 deeper samples (> 2 feet in depth) collected
exhibited benzo(a)pyrene. Dibenz(a,h)anthracene was detected in less than 2 percent
of the deeper samples analyzed.
• Approximately 31 percent (81) of the 207 samples where benzo(a)pyrene was
detected exhibited concentrations exceeding the residential cleanup level of 0.33
mg/kg. Of the 81 samples, 70 samples were collected from sampling intervals less
than or equal to 2 feet, and 11 samples were collected from sampling intervals greater
than 2 feet in depth. (Note: OU4 has undergone several remedial actions and
additional sampling and remediation of residential properties since the OU4 pre-
design investigation was completed in the early 1990s. The total number of samples
exceeding the residential cleanup levels at the non-residential properties of OU4
where past cleanup has not occurred is 68.)

The 0U15 encompasses the areas of the NAD not addressed by OU4 and OU16. The areas of
investigation associated with OU15 generally consist of minor facilities (e.g., small arms firing
range, railroad transfer depots) and areas of interest identified from historic aerial photographs,
interviews, and/or field reconnaissance.
A total of 275 surface and subsurface soil samples were analyzed for PAHs during the initial
OU15 RI sampling activities. The only PAH detected above the residential cleanup level was
benzo(a)pyrene. The frequencies of detection of PAHs found within OU15 are summarized
below (refer to the 2002 ROD, Section 2.5.1.1, Site Features, for detailed summary tables).
• Approximately 13 percent (18) of the 135 surface soil samples (< 2 feet in depth)
collected exhibited benzo(a)pyrene.
• Approximately 2 percent (3) of the 140 deeper samples (> 2 feet in depth) collected
exhibited benzo(a)pyrene.
• Approximately 29 percent (6) of the 21 samples where benzo(a)pyrene was detected
exhibited concentrations exceeding the residential cleanup level of 0.33 mg/kg. Of
the 6 samples, 5 samples were collected from sampling intervals less than or equal to
2 feet, and 1 sample was collected from sampling intervals greater than 2 feet in
depth. (Note: Four of the six samples were collected during the initial RI as reported
in the 2002 ROD. Since the initial RI activities were completed, additional sampling
of OU15 has been completed. Two additional samples exceeding the residential
cleanup level for benzo(a)pyrene were identified from an investigation performed
after the 2002 ROD was issued. This brings the total number of samples with
concentrations exceeding the residential cleanup levels to 6.)

Operable Unit 16
The OU16 includes a production area referred to as the Bomb and Mine Complex and two waste
disposal areas referred to as the Explosives Disposal Area and the Yard Dump. The Explosives
Disposal Area was used for burning of spent explosives. The Yard Dump served as the solid
waste disposal area of the NAD where refuse from the lunch and locker facilities was buried.
The Yard Dump was also used for drum disposal during decommissioning activities.
Over 153 surface and subsurface soil samples were analyzed for PAHs during initial
characterization of OU16 in the early to mid 1990s. Five PAH compounds were detected in the
initial OU16 samples. Benzo(a)pyrene was the most prevalent of the five compounds. The
frequencies of detection of PAHs found within OU16 are summarized below (refer to the 2002
ROD, Section 2.5.1.1, Site Features, for detailed summary tables).
• Approximately 37 percent (19) of the 52 surface soil samples (< 2 feet in depth)
collected exhibited benzo(a)pyrene.
• Approximately 7.9 percent (8) of the 101 deeper samples (> 2 feet in depth) collected
exhibited benzo(a)pyrene.
• Approximately 44 percent (12) of the 27 samples where benzo(a)pyrene was detected
exhibited concentrations exceeding the residential cleanup level of 0.33 mg/kg. Of
the 12 samples, 10 samples were collected from sampling intervals less than or equal
to 2 feet, and 2 samples were collected from sampling intervals greater than 2 feet in
depth. (Note: OU16 has undergone several removal actions and additional phases of
sampling since the initial characterization studies were completed in the early to mid
1990s.)

The general areas of previous investigations associated with OUs 4, 15 and 16 are shown in
Drawing No. 1. Taking into consideration past restoration activities where surface soil
remediation addressed some of the locations where PAHs were detected in surface soils, there
now remain 86 sample locations. These 86 sample locations comprise 24 areas of interest
located on 18 properties that are currently used for industrial or agricultural purposes (non-
residential). (Note: PAHs found at residential properties on the NAD were addressed by the
2002 ROD and subsequent remedial action.) An area of interest consists of a single sample or

group of samples where PAH concentrations exceed the residential cleanup level for PAHs.
These sample locations and areas of interest are described in more detail in the next section.

A-3.0 Selection of Non-Residential Properties for Remediation
From the previous investigations and remedial actions at the NAD, there remain 86 samples
within 24 areas of interest located on 18 non-residential properties where PAH concentrations
exceeded the residential cleanup levels established in the 2002 ROD. Of the PAHs of concern,
benzo(a)pyrene is the most prevalent PAH of concern. This compound along with
dibenz(a,h)anthracene has the lowest residential cleanup level (0.33 mg/kg). All PAHs of
concern across the NAD, when present in the soil samples at concentrations exceeding
residential cleanup levels, were found to be co-distributed with benzo(a)pyrene. PAHs were not
found in the vadose zone and were not present in groundwater beneath the NAD.
The past environmental restoration activities at the NAD have been the result of ongoing
discussions and decisions reached by USACE, USEPA and the Nebraska Department of
Environmental Quality (NDEQ). During recent meetings, USACE, USEPA and NDEQ have
established screening criteria to address the various sample locations at the previously
investigated non-residential properties where PAHs exceed residential cleanup levels. The
screening criteria include criteria for either no further action or remediation. The criteria for no
further action are summarized below.
• The sample depth interval(s) was located at a depth greater than 2 feet where the risk
of exposure is minimal.
• The sample(s) was located on road right-of-way or roadway drainage structures
where PAHs, if present, are associated with pavements, vehicle operations and
emissions, etc.
• The sample(s) was located on past or current railroad easements where PAHs, if
present, are associated with railroad ties and wood preservatives, locomotive
operations and emissions, etc.
• The sample(s) is located in areas were post-NAD property modifications eliminate
the risk of exposure (e.g., the property owner covered the sample location with
several feet of fill material to create a parking lot for his business.)
• The sample(s) is located in areas where PAHs are associated with non-Department of
Defense sources of contamination (e.g., Post-NAD burning operations including
incineration and land disposal of residues by the property owner).
These screening criteria were applied to the 86 soil samples identified at the NAD where
benzo(a)pyrene exceeded the residential cleanup level of 0.33 mg/kg. The screening process,
summarized in Table 1, resulted in 28 sample locations located on nine previously investigated
areas of interest. Two of these areas are located on the same property. Thus, eight non-
residential properties are being retained for remediation. (Note: Table 1 includes designations

of areas of interest that were used in previous documents, e.g., Area A, Naval Yard Dump,
Site 12, etc. These are included in this document for ease of identification and to be consistent
with the designations used in previous documents. Also, new designations have been applied to
the areas of interest retained for remediation, e.g., NR1, NR2, etc.) The general location of these
eight properties is shown on Drawing No. 2. A more detailed description of each property is
presented in the next section.

A-4.0 Areas and Volumes of Soil for Remediation
The eight non-residential properties have been assigned an identification number (e.g., NR1,
NR2, NR3, etc.) for discussion purposes. The existing sample data have been used to estimate
the area and volume of soil to be remediated at each property. The depth of excavation (as
established by the 2002 ROD) will vary from 1 to 2 feet depending on the results of future
confirmation sampling. That is, if the confirmation sample taken at the interval of 1 to 2 feet
contains concentrations above 0.33 mg/kg for benzo(a)pyrene, then the depth of excavation will
be 2 feet. For this document, an average depth of excavation of 1.5 feet was assumed in
estimating the volume of contaminated soil.
In designing the excavation limits, the site features and the practical limitations of excavating
equipment were considered. Additionally, the same methodology was used to establish the
limits of excavation as that from the remedial design of the residential properties. Each sample
remediated at the residential properties was assigned a "remediation unit area" encompassing
approximately 625 square feet (roughly 25 feet by 25 feet). For isolated samples or groups of
small samples at the non-residential properties, the same remediation unit area was assigned to
those samples.
A description of the individual properties and the estimated area and volume of soil to be
remediated at each property is presented below:
NR1: This agricultural property is located west of South Maxon Avenue and south of U.S.
Highway 6 on property owned by the City of Hastings. Much of the property is leased for
farming and in recent years has been cultivated except for a relatively small circular area that
appears to have been used for surficial solid waste disposal during NAD operations.
Drawing No. 3 shows the locations of soil samples previously obtained from this area. Seven
soil samples were retained for remediation from the screening process. The highest detection of
benzo(a)pyrene was 3.1 mg/kg.
The four subareas and volume of contamination for NR1 are also shown on the drawing. The
estimated total area is 4,525 square feet and the estimated volume is 255 cubic yards.
NR2: This industrial property is located south of East "J" Street within the Hastings East
Industrial Park. The U.S. Army Reserves occupies former NAD Building 113 that is used to
conduct administrative, vehicle maintenance, and training activities. Building 113 was part of
the Bag Charge Filling Plant during NAD operations.

Drawing No. 4 shows the locations of samples previously obtained from this site. Four samples
were retained for remediation from the screening process. The highest detection of
benzo(a)pyrene was 6.3 mg/kg.
The estimated area and volume of contaminated soil for NR2 are also shown on the drawing.
The estimated area is 2,000 square feet and the estimated volume is 110 cubic yards.
NR3: This industrial property is located north of East "J" Street within the Hastings East
Industrial Park. The property is owned by Marvin D. Kerr who formerly owned and operated
Kerrco Manufacturing at the industrial park. Former NAD Buildings 102, 103, and 106 are
located on the property and were part of the 40MM Loading and Filling Area during NAD
operations.
Drawing No. 5 shows the locations of samples previously obtained from this property. Three
samples were retained for remediation from the screening process. The highest detection of
benzo(a)pyrene was 0.74 mg/kg.
The three subareas and volume of contaminated soil for NR3 are also shown on the drawing.
The estimated total area is 1,875 square feet and the estimated volume is 105 cubic yards.
NR4: This industrial property is located south of East Hadco Road within the Hastings East
Industrial Park. The property includes Building 142 that was part of a Case Filling Plant during
NAD operations. The property is owned by Mr. Steve Einsel and has been undeveloped in the
past decade, except for livestock pasture. Currently, it is under renovation.
Drawing No. 6 shows the locations of samples previously obtained from this property. Two
samples were retained for remediation from the screening process. The highest detection of
benzo(a)pyrene was 8.1 mg/kg.
The two subareas and volume of contaminated soil for NR4 are also shown on the drawing. The
estimated total area is 875 square feet and the estimated volume is 50 cubic yards.
NR5: This agricultural property is located north of Nebraska Avenue within the Hastings East
Industrial Park. There are no NAD buildings on the property, but Building 163 is located
immediately north of the property where Lawrence Industries operates a manufacturing business.
Mr. Clint Bostock is the current landowner. He utilizes the property for livestock pasture.
Drawing No. 7 shows the locations of samples previously obtained from this property. Four
samples were retained for remediation from the screening process. The highest detection of
benzo(a)pyrene was 7.6 mg/kg.

The estimated total area is 2,475 square feet and the estimated volume is 140 cubic yards.
NR6: This industrial property is owned by Nebraska Aluminum Castings (NAC) and is located
south of East Hadco Road and east of South Technical Boulevard on the Hastings East Industrial
Park. The property includes Building 130 that has undergone significant renovation and
expansion by NAC. Building 130 was part of the Medium Caliber Projectile Loading Plant
during NAD operations.
Drawing No. 8 shows the locations of samples previously obtained from this property. Two
samples were retained for remediation from the screening process. The highest detection of
benzo(a)pyrene was 0.85 mg/kg.
The two subareas and volume of contaminated soil for NR6 are also shown on the drawing. The
estimated total area is 1,250 square feet and the estimated volume is 70 cubic yards.
NR7: This agricultural property is located north and east of the village of Glenvil in an area that
served as an industrial complex (referred to as the Bomb and Mine Complex) during the NAD
era. Wilson Farms, Inc. owns the property that is cultivated for crops.
Drawing No. 9 shows the area of previous investigations at this property. This area was initially
sampled as part of a residential sampling investigation, but a previous mobile home located at the
site was removed shortly after the samples were collected. The site has since been cultivated.
Five composite samples exhibited benzo(a)pyrene concentrations exceeding the residential
cleanup level. The highest detection of benzo(a)pyrene was 2.51 mg/kg.
The eight subareas and volume of contaminated soil for NR7 are also shown on the drawing.
The estimated total area is 16,000 square feet and the estimated volume is 890 cubic yards.
NR8: This property encompasses approximately 3,000 acres and is leased to the Nebraska Army
National Guard by the USACE. The National Guard maintains extensive training facilities at the
property and leases vacant areas for agricultural purposes. The property is located east of South
Maxon Avenue and south of East "J" Street.
The affected area of interest at the property includes the former Major Caliber Breakdown
Facility. Drawing No. 10 shows the locations of samples previously obtained from this area.
One sample was retained for remediation from the screening process. Benzo(a)pyrene was
detected at a concentration of 0.45 mg/kg.
The estimated area and volume of contaminated soil for NR8 are also shown on the drawing.
The estimated area is 375 square feet and the estimated volume is 20 cubic yards.

Total Areas and Volume of Remediation:
Based on the estimates developed for each non-residential property, the total area of remediation
is estimated at 29,375 square feet and the estimated volume of soil to be remediated is 1,640
cubic yards.

A-5.0 Remedy Description and Estimated Cost of Remediation
The ESD preserves the selected remedy in the 2002 ROD while expanding its application to
previously investigated non-residential properties. All components of the selected remedy in the
2002 ROD remain unchanged:
• Soils exhibiting PAH concentrations exceeding the cleanup goals for residential land
use will be excavated and transported off-site for treatment or disposal. The cleanup
levels for residential land use are presented in the 2002 ROD and the 2004 ESD.
• Soils exhibiting PAH concentrations exceeding the criteria for treatment will be
subject to incineration to achieve permanent destruction of the PAHs. The criteria for
treatment as presented in the 2002 ROD are shown in the 2004 ESD.
• The limits of excavation will be based on sampling data from previous investigations.
The depth of excavation will be 1 foot or 2 feet depending on the results of
confirmation sampling.
• Soils will be transported for disposal in accordance with the regulatory requirements
identified in the 2002 ROD. Based on site knowledge and previous studies at the
NAD, the non-residential soils are not presently expected to be hazardous under the
Resource Conservation and Recovery Act (RCRA), but further determinations will be
made during the response action to classify the soil. Depending on the results of
these additional studies, state and federal regulations governing solid or hazardous
waste may be applicable to excavation and removal activities including the following:

• The excavated areas will be restored by backfilling with clean soil followed by
reseeding the disturbed areas.
• There are no required institutional controls associated with the selected remedy. This
response action serves as the final remedy for PAHs in soils at the NAD.
Based on this description of the selected remedy and the estimated areas and volumes of
contaminated soil presented in Section 4, the estimated cost of remediation of the non-residential
properties is $485,000 including design costs.
