Community

The property is located at 10950 South Central Avenue in the Watts neighborhood
of Los Angeles. This neighborhood is among California's most environmentally
overburdened and socially underserved communities. EPA places a high priority on
providing Brownfields technical assistance and other support to such communities.
The Watts Labor Community Action Committee (WLCAC) provides social
services, cultural programs and community development to improve the quality of
life for residents in South Central Los Angeles.

Property information

The property was mostly vacant land from 1927 to 1947. From the early 1950s
to the mid-1970s, Maine Machine Works operated on the western portion
of the property. Starting in the mid/late- 1960s and continuing to mid-1970s, the
northwestern portion of the property operated as an auto wrecking yard. The
property currently contains four large retail buildings. A 10,000-gallon-capacity,
unleaded-gasoline underground storage tank (UST) was formerly operated on
the northeast portion of the property by the property owner, WLCAC.
WLCAC discontinued use of the UST in the early 2000s, although the UST was
never removed.

Technical Assistance

EPA provides technical assistance to research historic property uses, conduct
environmental sampling and identify cleanup options and costs. An EPA-
funded environmental assessment included the removal and proper closure of the
UST and assessment of the soil beneath and around the UST for contaminants
associated with fuel storage. No contaminants of concern were detected above
regulatory criteria. Recommendation: Additional soil gas sampling may be
warranted.

Future Use

The non-profit WLCAC plans to reuse the property to host midnight basketball
games for at-risk youth and as a venue for revenue-generating concerts. The
concert funds will allow WLCAC to invest in additional social service programs for
youth, elderly, homeless, and the underemployed.
