Overview of American Samoa's Planned Activities

American Samoa will establish a plan to improve collection strategies for processing municipal solid
waste. Local and Federal partners will help create working documents on materials management
that will serve the entire territory, which will result in an updated workplan. American Samoa also
will build six new transfer stations, resulting in better collection, improvements to the waste
streams, and more engagement in public awareness strategies. Additionally, American Samoa will
focus on enhanced data collection and measurement, which will make it possible to identify and
develop strategies to improve collection. The territory also will engage in public awareness
strategies surrounding the collection of combustibles, biowaste, tires, glass, plastics, and additional
processed materials.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to American Samoa once all legal and administrative requirements are
satisfied.
