Highlights

Overview of New Mexico's Planned Activities

New Mexico seeks to improve post-consumer materials management in the state through planning,
data collection, and the implementation of an updated Solid Waste Management Plan. New Mexico
will perform program management and supervision, cooperative agreement administration, fiscal
and contract management, program enhancement, and the strengthening of comprehensive data
collection efforts that demonstrate progress toward the National Recycling Goal and the Food Loss
and Waste Reduction Goal. The state will conduct a baseline waste characterization study to assess
the existing effectiveness of waste management programs. Then it will develop a plan to advance
post-consumer materials management and strengthen existing data collection efforts by updating its
solid waste management plan. This update will be informed by the gaps identified within the waste
characterization study. New Mexico also will facilitate statewide implementation and awareness of
the plan by conducting outreach with partners to help implement the plan and anticipated
deliverables.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to New Mexico once all legal and administrative requirements are satisfied.
