Highlights

•	Improve the efficiency and efficacy of solid waste and recycling data collection and
processing resources and procedures.

•	Provide more timely and widely available data to the regulated community and the public.

Overview of New York's Planned Activities

New York seeks to improve data management and processes for solid waste and recycling data
collection. New York will accomplish this goal by improving its data systems, which will enhance the
speed and efficiency of the state's data management processes. The state will identify data gaps and
target those gaps for future data collection improvements. In addition, New York will draft user
guidance, seek feedback, and revise data processing procedures to improve the usability of its
systems. Revision to the data processing procedures will make the data available to the regulated
community and the public in a more timely, widely available manner.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to New York once all legal and administrative requirements are satisfied.
