Overview of Oregon's Planned Activities

Oregon will implement the second phase of its Bad Apple campaign, an education and outreach
effort designed to encourage households to reduce their food waste by raising awareness of the
impacts of food waste and encouraging consumers to change their behavior. During implementation
of this phase, Oregon will develop collateral outreach materials, implement a campaign strategy, and
evaluate the campaign's performance using readily available metrics and qualitative approaches. At
the conclusion of the phase, Oregon will develop a plan for performing a more extensive campaign
evaluation. Phase 2 of the Bad Apple campaign also aims to engage local governments in reducing
food waste and increase outreach to Spanish-speaking communities.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to Oregon once all legal and administrative requirements are satisfied.
