With these initiatives, public water systems (PWSs) can improve their financial health and reliability to provide safe drinking water, as well as address infrastructure needs in an efficient and cost-effective manner. The asset management activities were organized according to categories: regulatory, assistance, funding, and internal activities. Background Section 1420 of the Safe Drinking Water Act, as amended by America's Water Infrastructure Act of 2018 (AWIA), requires state drinking water programs to consider, solicit public comment on, and include as appropriate asset management into their state capacity development strategies. The amended Act specifically requires the state programs to include in its capacity development strategy a description of how the state: 1) encourages PWSs to develop an asset management plan that includes best practices and 2) assists PWSs in training operators or other persons in implementing their asset management plans. The AWIA also requires the states to include a description of how they promote asset management in their triennial Capacity Development Program Report to the Governor. In 2019, the U.S. Environmental Protection Agency (EPA) developed guidance- to assist states in implementing the AWIA requirements by walking through the asset management framework and emphasized the value of asset management planning for PWSs with limited financial resources to address aging water infrastructure. In June 2023, EPA completed approving the revised state capacity development strategies from all fifty states and Puerto Rico. The activities included in the revised state capacity development strategies utilizes asset management as a key tool to build water systems' technical, managerial, and financial (TMF) capacity. Asset management activities can lead to numerous benefits for a PWS, including, but not limited to prolonging asset life, identifying sustainable rates, facilitating more efficient system operations, institutionalizing budget planning, and meeting regulatory requirements. With the historic infrastructure investments of the Bipartisan Infrastructure Law (BIL). an asset management plan documents actual needs of a system, and the knowledge of current standings and anticipated future financial needs can lead to a stronger justification when applying for financial and technical assistance. 1 EPA's Memorandum, the Implementation of Capacity Development Program - Related Safe Drinking Water Act Amendments in the America's Water Infrastructure Act is available at: https://www.epa.gov/sites/default/ files/2019- 12/documents/awia sec 2012 reflections memo 508.pdf. Date accessed 12/27/2023. 1 ------- In 2010, a State-EPA workgroup was formed after the National Capacity Development and Operator Certification Workshop to evaluate and report best practices in building and evaluating managerial capacity. Part of the workgroup's efforts included assessing how states were utilizing asset management practices. The workgroup conducted detailed state surveys to assess how the 50 states and Puerto Rico utilize asset management practices to help strengthen TMF capacity in PWSs. Survey results were shared in a 2012 State Asset Management Initiatives Document.2 EPA then released an updated version of the document in 20183 for states to reference as they incorporated new asset management activities into their capacity development strategies to meet the 2018 AWIA requirements. This 2024 document builds upon previous information by describing states' asset management initiatives found in the revised state capacity development strategies. Purpose and Approach The purpose of this document is for state agencies to learn about the various initiatives that other states are undertaking to promote asset management. States can use this document to enhance the promotion of asset management planning across their state and encourage collaborations with technical assistance providers and to develop and provide resources that guide future asset management assistance for PWSs. Data was collected from states' revised capacity development strategies from 2021-2023. The reported initiatives are grouped into the following categories: • Funding Activities - These activities pertain to the ways in which asset management is funded or awarded funding, including through state grant programs, the utilization of Drinking Water State Revolving Fund (DWSRF) set-asides, or part of loan conditions and forgiveness. • Regulatory Activities - These include how asset management is integrated into state requirements, such as within state statutes or codes, sanitary survey reviews, or training requirements. • Assistance Activities-These are efforts to encourage asset management, including training, outreach, guidance documents, and technical assistance activities. • Internal Activities - These are activities at the agency level to further promote asset management, such as training for state staff and consideration of new asset management requirements. 2 EPA's 2012 State Asset Management Initiatives Document is available at: https://www.epa.gov/sites/default/files/2020- 03/documents/2012 state asset management initiatives pdf O.pdf. Date accessed 12/27/2023. 2 ------- Findings Table 1 is a comparison of the number of states that undertook activities in each category in 2012, 2018, and 2024. As shown, states are increasingly investing more technical and financial resources to promote asset management to PWSs. Since the release of the 2012 State Asset Management Initiatives document, the types of asset management activities being implemented have changed. States have previously reported on participating in a state/EPA asset management workgroup and promoting EPA's Check-Up Program for Small Systems (CUPSS) software program, but now both programs have been disbanded. And in more recent years, states have begun to incorporate asset management planning requirements in state statutes and codes. Breaking down the findings from the revised capacity development strategies, Table 2 is a ranking of the most common asset management activities. Training and technical assistance are the most common practices states are undertaking to promote asset management. Although most states are leveraging their financial and regulatory authority, a handful of states have described how they are internally considering new regulations and developing additional financial assistance to build up their asset management program. Conclusion Data collected from states' revised capacity development strategies showcase what funding, regulatory, assistance, and internal activities are being undertaken to promote best practices in asset management. With the use of this document, states can enhance their asset management program and collaborate with technical assistance providers as needed to develop and improve resources that guide future implementation. As EPA and the states implement the historic water infrastructure investment from the Bipartisan Infrastructure Law, states can build TMF capacity of PWSs through these asset management initiatives to create asset inventories, develop long-term capital improvement plans, and provide a level of service which will continuously provide safe drinking water for Americans. Arkansas Arkansas Department of Health (ADH) offers 10 bonus points using the priority criteria of the DWSRF for water systems with up-to-date asset management plans. Connecticut PWSs with existing asset management plans are provided additional priority points. Hawaii The Safe Drinking Water Branch (SDWB) of Hawaii State Department of Health DWSRF has a priority point system for ranking disadvantaged water systems for a range of investments, including the development of water system asset management planning. Idaho A water system can receive five points on a drinking water loan and/or planning grant rating if they have implemented, or plan to implement, a formal asset management plan. Points are awarded if the water system has already implemented a formal asset management plan or will develop one as part of the proposed planning effort. Illinois The state can assign priority points to DWSRF loan applicants that are either developing or currently implementing an asset management plan (35 Illinois Administrative Code 662.345(g)). Kansas Additional points can be added to a State Revolving Loan Fund (SRF) application if the system has an asset management plan. Kansas Applicants may receive up to 10 points in the loan ranking system if they are developing and/or implementing an asset management plan. Kentucky The state awards additional prioritization points for utilities seeking DWSRF loans for systems implementing an asset management program. Mississippi Systems that have an asset management plan are given additional ranking points for their application. Missouri Funding priority points are awarded for systems with asset management plans. Nevada Systems with developed asset management programs are awarded additional points on the DWSRF priority list. New Hampshire Loan pre-applicants demonstrating that their systems have asset management program components in place are assigned additional priority ranking points. New Jersey PWSs with existing asset management plans are provided additional priority points. 7 ------- State Description North Carolina PWSs that develop and implement a Capital Improvement Plan (CIP) are eligible for two priority points, while systems that develop and implement a full asset management plan can earn ten priority points on their DWSRF applications. North Dakota Existing water systems can earn priority points on their applications if identified as in need of immediate or future assistance to develop an asset management plan. Pennsylvania Systems with an actively implemented asset management plan can be assigned up to five priority ranking points. Tennessee Priority checklists for SRF include language that the PWS must have a Capacity Development Plan, which includes an asset management plan. Texas Funding agencies, including the Texas Water Development Board, give priority ranking to projects from systems with existing asset management plans. Utah The Utah Division of Drinking Water (DDW) is incorporating asset management into their ranking system to evaluate water utility compliance with state capacity development program. Eligible water systems are prioritized based on plans to improve technical, managerial, and financial capacity, including developing and implementing asset management programs. Vermont SRF applicants with an approved asset management plan receive additional priority points. Virginia DWSRF applicants can receive priority points for engineering planning, distribution system leakage reporting, and AM. Washington DWSRF bonus points for a completed asset inventory or for attending an asset management training. Wisconsin All first-time submittals of asset management plans for Wisconsin Department of Natural Resources (DNR) approval can earn 20 Priority Evaluation and Ranking Formula (PERF) points on loan program applications. Applicants who have an existing and approved asset management plan from previous years can earn 15 PERF points for submitting an updated and revised asset management plan. Additionally, Wisconsin DNR also offers an additional 10 PERF points for utility boards that have at minimum 50 percent of their members take asset management trainings. Funding for Asset Management Planning Delaware The Delaware asset management Incentive Program provides grants for PWSs to conduct asset management planning if the sanitary surveys or DWSRF loan application information identifies that a system does not yet have one in place. Maine The Capacity Development Grant, a funding apparatus in which systems can receive grants for the preparation of documents that will assist them in the maintenance or enhancement, may be used for asset management planning. Massachusetts Massachusetts Department of Environmental Protection (MADEP) offers an asset management Planning Grant Program, and asset management planning can be financed through the DWSRF program. Grant-eligible activities include asset inventory, asset management software and training, asset management program plan, and asset management report. 8 ------- State Description Michigan DWSRF loans are available for systems looking to fund the costs of asset management plan activities. Missouri Funding is available for promoting operator training focused on utility asset management software and for incorporating asset management into training with PWSs about the Missouri Water Safety and Security Act. Funding is available for identifying opportunities to increase public outreach and engagement for asset management and for developing and administering an asset management Training and Technical Assistance Contract. Montana An additional TMF contract through the state's DWSRF program will now include asset management assistance and will be managed by the PWS Capacity Development Coordinator. New Hampshire Water System Sustainability Grants (WSSGs) have been established to financially incentivize community water systems (CWSs) to gain a better understanding of the assets they own and the condition of those assets. One of the initiatives under the WSSG is the asset management grants. Since its startup in 2013, asset management grants have been awarded to 90 communities. New Jersey The DWSRF program can finance asset management plan development as long as these activities result in a capital improvement project. New York New York State Department of Health (NYSDOH) currently offers reimbursement for asset management planning through the DWSRF capital funds. Through the DWSRF program, the NYSDOH will continue to encourage communities that apply for financing to prepare and submit an asset management plan for their project. North Carolina The state offers the Asset Inventory and Assessment Grants available from the Viable Utility Reserve specifically for water systems to create asset inventories and to assess the condition of their assets. Water systems are eligible to receive these grants every three years. Ohio The state's Water Supply Revolving Loan Account (WSRLA) can fund AM-related projects. Pennsylvania Pennsylvania Infrastructure Investment Authority provides up to $25,000 toward the development of an asset management plan. Puerto Rico The DWSRF program can provide technical assistance to PWSs on how to develop asset management plans. South Carolina DWSRF funds are used to provide direct technical assistance to small public systems to assist with preparing asset management plans. Tennessee Tennessee Department of Environment and Conservation (TDEC) intends to release asset management plan-specific grants with SRF money, effectively improving the funding assistance for systems to complete their asset management plan. Texas The Texas Water Development Board asset management Program for Small Systems program contracts with engineering firms and others to fund the development of asset management plans for small systems. Utah Financial assistance is available for planning or construction of infrastructure improvement projects including the preparation of asset management plans. 9 ------- State Description Vermont Grants and planning loans funded by the DWSRF support the development of asset management plans. Virginia AM planning is a fundable activity through the Planning and Design Grants and Small Project Engineering Services program. Washington The state provides funding for asset management program development as part of the DWSRF preconstruction and construction loans as part of a larger infrastructure improvement project. The Small Communities Initiative also helps drinking water jurisdictions secure funding for asset management projects. West Virginia Funding is available to water systems to secure the services of engineering firms to assist with the development of asset management plans. Wisconsin Wisconsin DNR encourages asset management via Safe Drinking Water Loan Program (SDWLP) funding, principal forgiveness, and, where possible, grants or similar opportunities. Utilizes DWSRF Set-Asides for Asset Management Training/Technical Assistance Arkansas ADH utilizes set-asides from the DWSRF for small systems technical assistance, with areas of assistance including asset management plans. Florida The Florida Department of Environmental Protection's contract with the Florida Rural Water Association (FRWA) to prepare asset management plans was expanded to add drinking water systems using set-aside funding. Georgia Georgia uses set-aside funds to promote asset management plan development and implementation training. Idaho DWSRF set-asides can be used for asset management planning grants. Massachusetts DWSRF set-asides can be used to fund technical assistance providers that assist in leak detection and other asset management activities. Minnesota Minnesota Department of Health (MDH) provides financial resources to the Minnesota Rural Water Association (MRWA) utilizing DWSRF funding set-asides to assist PWSs with creation of asset management plans. Mississippi Funding for asset management training has been provided through the Small System Technical Assistance Set-Aside. Nebraska DWSRF set-asides can be used to develop a grant program and/or contract for asset management training and assistance for asset management plan development and implementation. Nebraska Rural Water Association and Midwest Assistance Program also have partnerships with the state to use set-asides to assist small systems with asset management planning and implementation costs. New Hampshire DWSRF set-asides are used to hire professional leak detection firms and provide other resources that support reducing water loss and energy costs for AM. Ohio Ohio uses set-asides to provide technical assistance in developing and maintaining asset management programs for systems. 10 ------- State Description Rhode Island Rhode Island directs DWSRF set-asides to asset management programs such as Facilities Improvement Plans (FIPs) for small community and non-transient, non-community water systems (NTNCWSs). Creating a FIP includes capital projects, upgrades, and preventative maintenance, and has proven to be an effective way to encourage AM. South Dakota DWSRF set-aside funding can be used to develop technical assistance programs which will provide a continuous feedback loop between the assistance and training for AM. Utah DDW technical assistance program will use DWSRF set-asides to provide training on the five asset management core elements and promote and encourage asset management for all the state's PWSs. Vermont DWSRF set-asides are used to assist systems with asset management activities, such as water loss control programs, valve location and condition assessment efforts, and stand-by power evaluations. Set-asides are also used to fund grants and planning loans to support the development of asset management plans. Virginia DWSRF set-aside funds are used to develop and implement aspects of technical assistance to waterworks related to asset management plans. Washington Washington uses set-asides to fund a technical assistance contract with the Rural Community Assistance Corporation (RCAC) which provides direct assistance for creating asset management programs for individual systems as well as frequent training around the state. Wisconsin Wisconsin DNR promotes instruction on the topic of asset management in both its Municipal Waterworks and Small Water System operator continuing education courses, which are funded with set-asides. Asset Management as a Condition of Loan Agreement and Forgiveness Programs Alaska Up to $75,000 in loan principal forgiveness is offered to disadvantaged communities to implement Sustainable Infrastructure Planning Projects including the development of asset management plans. Colorado Every three years, systems requesting assistance are required (as a condition of assistance) to complete a TMF assessment to identify capacity deficiencies (including AM) to provide a capacity score for the system. Connecticut Rural Community Assistance Partnership (RCAP) Solutions performs a comprehensive assessment of water and/or wastewater equipment and infrastructure, including includes analysis of a system's AM. The data collected is often required when applying for a grant or a loan. The DWSRF program also provides incentives for small PWSs to implement asset management plans by offering subsidization towards project(s) if systems had existing asset management plans or would undertake asset management planning as part of the project(s). Delaware PWSs that apply for a DWSRF loan must complete a Revised Capacity Development document as part of the loan application, which includes questions on AM. 11 ------- State Description Florida Florida's DWSRF rule, Chapter 62-552, F.A.C., incentivizes asset management by allowing the development of asset management plans (planning, design, or construction phases) as loan- eligible costs. These provisions allow for an interest rate reduction of 0.1 percent for loan recipients that have implemented an asset management plan. If the asset management plan is still being used, the rate reduction also applies to future loans. Indiana SRF loan grant recipients are required to "demonstrate that it has developed or is in the process of developing an asset management program as defined in the guidelines of its authority." Beginning in October of 2023, utilities must certify having completed and implemented an asset management program as an application requirement for submitting a project for funding consideration. Maine Both system staff and trustees must attend an 8-hour asset management training to receive principal forgiveness. In cases where the system gets principal forgiveness more than once, they are required to go to training each time they receive principal forgiveness. Missouri One requirement of receiving DWSRF funds is to demonstrate TMF capacity and develop an asset management plan, including the development of asset inventories, replacement schedules, and operation and maintenance plans for DWSRF-funded equipment and infrastructure. Failure to demonstrate the efficacy of the state strategy (including asset management requirements) can result in up to a 20 percent withholding. Nevada Nevada requires a fiscal sustainability plan, which is similar to an asset management plan, as a DWSRF loan condition for PWSs that will receive principal forgiveness. New Hampshire DWSRF funding recipients are required to complete an asset management plan or a business plan for the funded asset(s). New Jersey Under DWSRF, all borrowers are required to develop an asset management plan that categorizes and prioritizes system assets and includes a financial plan describing the methods, scheduling, and financing for the strategic upkeep and replacement of the assets. New Mexico New Mexico requires water systems seeking grant funds to complete a CIP. Information from the CIP can be utilized to create an asset management plan that meets the systems' needs. New York NYSDOH may require an asset management plan for any project applicant that has shown deficiencies with respect to technical, financial, and managerial capacity. Ohio Eligibility for the WSRLA loan requires submittal and subsequent review of a system asset management program. Loan applicants must participate in an asset management screening at least 90 days before the loan award. Oklahoma AM is required as a part of DWSRF project funding. Oregon Through the DWSRF, planning activities that promote sustainable water infrastructure can receive 100 percent forgivable loan funding up to $20,000 for asset management planning. Pennsylvania Questions related to asset management are included in the Capability Approval evaluations for all drinking water loan applicants. 12 ------- State Description Rhode Island A third-party contractor employed by the state works with PWSs to provide asset management training to systems in receiving principal forgiveness or below-market interest rates, which helps PWSs strengthen their financial and managerial knowledge before closing on a DWSRF- funded loan. South Carolina The state DWSRF program provides principal forgiveness funding for small and disadvantaged systems to prepare asset management plans. South Dakota Any system applying for a DWSRF loan is required to complete the Capacity Assessment Worksheets which include asset management components. Utah Utah DDW has implemented a policy that requires PWSs requesting financial assistance through the DWSRF Program to provide a copy of their asset management plan to DDW for review and approval. Virginia Technical defaults on the terms of DWSRF loans can be leveraged to require capacity-building activities. The state provides systems that develop an asset management plan of up to $15,000 in principal forgiveness as part of its funding program. Asset management plans are required as part of DWSRF construction projects if a system does not already have one, or if the current asset management plan is older than five years. West Virginia Systems will be required to create and implement an approved asset management plan to receive Drinking Water Treatment Revolving Fund monies if one is not already in place. Wisconsin Wisconsin DNR incentivizes principal forgiveness points on SDWLP applications for municipalities that submitted asset management plans. Wyoming All loan recipients are required to respond to a Capacity Development Self-Assessment Questionnaire that includes asset management questions. 13 ------- Regulatory Activities Table 5: Asset Management Regulatory Activities State Description State Statutes or Codes for Asset Management Requirements Alabama Water supply permitting regulations require new systems and those experience compliance issues to submit an asset management plan that includes an asset inventory, the required sustainable level-of-service, determination of critical assets, determination of the lowest life- cycle cost options for providing the highest level-of-service over time, and long-term financing strategy (Alabama Department of Environmental Management Admin Code r. 335-7-4-.04 and 335-7-4-.07). Arkansas The state's Oversight of Retail Water Providers, Act 605 of 2021, requires retail water providers to complete a rate study which includes an inventory of essential assets every five years or before major updates to their system. Section VII. 1. of the state rules pertaining to PWSs require systems to have a written Long-Range Plan covering a period of at least 10 years. ADH recently updated its long-range plan to include an asset management plan requirement. The plan must be updated at least every five years and address several core components of an asset management plan, including a description of the current state of the water system's assets, required sustainable level-of-service, critical assets, and an operation and management plan and operating budget. Connecticut Connecticut Department of Public Health (CT DPH) has passed statutes to ensure that existing PWSs are employing asset management (Connecticut General Statutes (CGS) §19a-37e, 25-32 and Public Act 21-121). For example, small CWSs serving less than 1,000 year-round residents are required to prepare a fiscal and asset management plan for their systems' assets. Hawaii SDWB will require PWSs to submit documents utilizing the five core components to modernize Hawaii's Capacity Development strategy and bring asset management to its PWSs. All new community and NTNC systems must submit for SDWB's review and approval a Capacity Evaluation of New Water Systems form, which is designed as an asset management plan for small systems. Indiana Indiana Code 13-18-26 requires systems who are applying for a construction permit, that would increase system capacity, to certify to the agency the completion and implementation of an asset management plan. Michigan Under the Michigan Safe Drinking Water Act, 1976 PA 399, as amended (Act 399) Rule 1606, as of January 1, 2018, all CWSs with a population greater than 1,000 are required to have an asset management plan. The rule defines the general requirements of an asset management plan, including an asset inventory and a summary of the criticality of assets, and requires these plans to be updated at least every five years. Missouri The Missouri Water Safety and Security Act requires each PWS in the state that serves less than 50,000 customers to create an asset management plan (Sections 640.141-640.147). 14 ------- State Description Nevada State code requires that new water systems incorporate asset management program reviews. These reviews are also required during five-year updates conducted at PWSs (NAC 445A.5922 and NAC 445A.5923). New Jersey The Water Quality Accountability Act, P.L. 2017, c. 133 (WQAA), enacted on July 21, 2017, requires public CWSs with more than 500 service connections to routinely perform certain best management practices, including developing asset management plans. Purveyors must create and implement an asset management plan designed to inspect, maintain, repair, and renew its infrastructure, consistent with standards established by the American Water Works Association (AWWA). Additionally, the WQAA requires annual certification from the highest-ranking official at the water system that an asset management plan has been developed and is being followed. Ohio The Ohio Revised Codes (ORC) and Ohio Administrative Codes (OAC) require systems to develop an asset management program (ORC §6109.24). Guidance outlining the minimum requirements for an asset management program is also included in the state codes (OAC Chapter 3745-87). Utah Utah House Bill 269 Capital Assets Related to Water requires existing water providers to develop and implement a capital asset management plan before they can receive financial assistance from either state or federal funds. Washington All noncommunity water systems (NCWSs) and CWSs not required to complete a water system plan under Washington Administrative Code (WAC) 246-290-100(2) are required to develop and implement a Small Water System Management Program under WAC 246-290-105(2). The Small Water System Management Program requires a component inventory and assessment, a list of planned improvements, and a budget. In accordance, with state code, the majority of CWSs and NTCWSs must complete and submit for review a water system plan to the state. Wyoming Wyoming Water Quality Rules (WQR) Chapter 22 requires all new or modified community and non-community non-transient water systems to demonstrate capacity development which includes the submittal of the self-assessment worksheets that include asset management questions. Asset Management Training Requirement Louisiana All decision-makers (board members, managers) of new systems are required to attend a state- approved Management Training course that promotes asset management (Louisiana Administrative Codes 48: V.7717.C). Mississippi State law requires training of water system boards and boards of alderman (Section 41-26-101, Mississippi Code of 1972), with asset management to be a key component of the training curriculum. Additional Business or Financial Planning Requirements California Senate Bill 200 (SB 200) requires PWSs to submit a technical report to the state board as part of the permit application and may include physical description and capacity of the proposed system assets. Hawaii Systems are required to submit Water System Business plans with asset management components, and asset management plans must include a long-term funding strategy. 15 ------- State Description Indiana Indiana Department of Environmental Management (IDEM) requires new community and NTNC systems to complete a water system management plan that includes asset management components. Massachusetts Regulations require all new PWSs, and those which are being modified, to submit a business plan that demonstrates adequate capacity, including AM-related components (310 Code of Massachusetts Regulations 22.04). Mississippi Each applicant for a new community or non-transient non-community PWS must submit an operation and maintenance plan which includes asset management aspects (Title 15 - Mississippi State Department of Health: Part 20: Bureau of Public Water Supply Subpart 72: Public Water Supply). New Hampshire All new systems must submit a Water System Business Plan, designed as an asset management plan for small systems, for review and approval New Hampshire Department of Environmental Services (NHDES). Pennsylvania State code requires that all new CWSs develop a business plan as part of the permitting process and requires all CWSs to develop an operations and maintenance (O&M) plan, and requires systems to prepare a system map to support the asset management planning process (25 Pa. Code §109.503(3)) and §109.706). Rhode Island PWSs that produce over 50 million gallons of water per year are required to prepare a Water Supply System Management Plan which covers asset management principles. Utah Proposed new systems must submit a capacity development business plan, defined in R309-800- 6(1), to Utah DDW for review and approval before it may serve drinking water to the public. The capacity development business plan requirement has been updated to require proposed systems include an asset management plan. Virginia Current state codes require new systems to develop a comprehensive business plan detailing asset management-related planning (12VA AC5-590-200 A5). Washington There is a requirement to include asset management in all water systems planning documents. The state also prevents any system expansion without asset management in the system's water system plan. West Virginia Any system with an approved asset management plan will be required to update its asset management plan annually and submit it to the state for approval. Systems are required to submit these annual updates for a minimum of five years. Wyoming Construction permits under WQR Chapter 3 require an approved operations and maintenance manual for each new or modified treatment or pumping facility prior to facility start-up. Applicants are encouraged to include and reference their asset management plan in developing their operation and maintenance manual. Asset Management Questions within Sanitary Survey Alaska Sanitary survey inspections are used to identify potential infrastructure concerns that may be addressed with an asset management plan. 16 ------- State Description Arizona Questions on how the asset management program is being used and maintained are included during routine sanitary surveys. California Technical assistance providers will be asked to train and assist PWSs to prepare their own asset management plans by encouraging asset management in sanitary surveys. Information on the major components of asset management is collected during sanitary surveys and through the Electronic Annual Report. Deficiencies in these areas are identified and PWSs are directed to implement solutions to ensure long-term sustainability. Colorado Sanitary survey findings are used to identify and offer targeted assistance to water systems to improve their asset management capacity. Connecticut CT DPH has a Sanitary Survey Capacity Questionnaire which assesses problems with or changes to the systems' assets. Delaware AM plans are reviewed as part of the sanitary survey. For PWSs that do not have an asset management plan, a recommendation to develop one is included in the sanitary survey report. Georgia Georgia includes asset management in sanitary surveys. Sanitary surveys are performed every three years, and AM-related questions are revisited in each sanitary survey. Hawaii The state is requiring systems to develop a Water System Business plan which include asset management components and are implementing this while sanitary surveys are completed. Idaho Questions on sanitary surveys address capacity including asset management plans. Also, the Idaho Department of Environmental Quality (IDEQ) maintains an inventory of water system assets in the Safe Drinking Water System. The asset inventory is verified during the sanitary survey inspection. Illinois Illinois Department of Public Health (IDPH) will add an asset management section to their sanitary survey checklist. If the technical, managerial, and financial pre-screening survey finds that the PWS does not have an asset management plan that incorporates all components of the five-core-question framework, then a recommendation will be added to the sanitary service inspection letter advising that the system address this deficiency. Indiana IDEM is implementing a series of asset management questions for inclusion with the sanitary survey. These questions will serve as an initial capacity review and will help ascertain if each utility currently is implementing components of AM. Iowa AM concepts are indirectly addressed during the electronic sanitary survey process. Kentucky The sanitary survey contains questions regarding the development and implementation of asset management planning. Maryland The state will promote asset management during sanitary surveys. Currently, the sanitary survey covers preventative maintenance, an aspect of AM. Massachusetts AM planning is an integral component of the sanitary survey review as the review can result in recommendations that the PWS develop an asset management plan if one does not exist, establish an inventory of existing equipment, identify the replacement costs, or attend training in AM. 17 ------- State Description Minnesota MDH district engineers discuss asset management efforts during sanitary surveys. Mississippi Reviews of the asset management plans are conducted during the system's annual inspection/sanitary survey. Missouri AM is incorporated into sanitary surveys, which also help show trends in AM. Montana Self-assessment forms, which now include questions on AM, will be provided to systems through sanitary surveys and other interactions with the systems. For systems that have unresolved significant deficiencies, sanitary survey inspectors will verify if the system has an asset management plan, provide a hard copy or access to the self-assessment form, and reference capacity development resources in the final sanitary survey letter. Nebraska Capacity and AM-relevant questions are included in the sanitary survey. Nevada Technical assistance providers provide asset management plan preparation training to water systems that have identified sanitary survey deficiencies. New Hampshire Questions related to capacity development and asset management are included in sanitary surveys. New York During routine sanitary surveys, systems may also be assigned a significant deficiency if asset management related issues are discovered during the scorecard assessment, even if the issue does not also contribute to a violation being issued to the system. Ohio AM requirements and review are incorporated into the sanitary survey process, and systems can be identified during a sanitary survey as needing an asset management screening. Oregon Oregon will be evaluating the potential to revise its sanitary survey forms to include the identification of asset management plans during surveys. Pennsylvania Questions regarding asset management are included in the state's Sanitary Survey Checklist. South Carolina South Carolina Department of Health and Environmental Control uses the drinking water system sanitary survey process, which includes a system visit, to gather information about a system's status regarding asset management planning. South Dakota South Dakota includes asset management questions in the sanitary survey. PWSs will be encouraged to develop an asset management plan utilizing available templates and spreadsheets when identified as a recommendation on their sanitary survey report. Tennessee TDEC plans the inclusion of asset management as an item to be addressed in the Sanitary Survey inspections. Utah Sanitary surveys allow Utah DDW to assess a system's technical capacity based on infrastructure/asset condition at the time of the site visit. Systems that exhibit inadequate or aging infrastructure may require additional training on technical capacity and asset management to encourage them to improve compliance with Safe Drinking Water Act (SDWA) and Utah's drinking water rules. Vermont Questions related to asset management topics are asked during sanitary surveys for each PWS. 18 ------- State Description Wisconsin Wisconsin DNR will continue to encourage asset management via information given to systems by field staff during sanitary surveys and annual inspections. Asset Management and the Infrastructure Needs Assessment Colorado The state's needs assessment has a special focus on asset management planning and capital needs. Utah Systems that are, or may soon be, ranked "corrective action" or "not approved" or that are approaching an Enforcement Targeting Tool (ETT) score of 11 will be targeted as high priority to receive the self-assessment worksheets. 19 ------- Assistance Activities Table 6: Asset Management Assistance Activities State Description Asset Management Training Alabama Alabama Rural Water Association and Communities Unlimited (CU) conduct training sessions annually in different regions of the state focusing on elements of asset management and resources available to water systems to develop an asset management plan. CU provides a board member training course that has previously included a discussion of the state's asset management rules. Alaska The state supports several introductions to asset management workshops that are presented at the annual Alaska Section of the American Water Resources Association and Alaska Water Wastewater Management events. Asset management training are also listed on the State of Alaska Department of Environmental Conservation's (ADEC) annual training calendar webpage as they become available. Arizona Arizona Department of Environmental Quality offers in-person and virtual training for operators, owners, and managers that includes the use of EPA's Asset Management Handbook for Small Public Water Systems. Arkansas CU provides education and training for governing boards and staff on duties and responsibilities of system operation and maintenance, including those related to AM. California Technical assistance providers will be asked to train and assist PWSs to prepare their own asset management plans through general workshops and training. Colorado The state provides one-on-one water system training through its local assistance unit's capacity coaching and training team, other Safe Drinking Water Program groups, and providers. Resources that are currently available include training slide decks, activities completed during group training, and training for asset management tools such as planning goals generators and level of service evaluation templates. Connecticut CT DHP partners with RCAP Solutions to provide tools and training for community/system needs to manage their assets and avoid infrastructure failures. Delaware AM training courses are offered by the state and its technical assistance providers to PWS staff through the Delaware Office of Drinking Water's trainer educator and Delaware's technical assistance providers Delaware Rural Water Association (DRWA), Southeast Rural Community Assistance Project, Inc. (SERCAP), and Delaware Technical and Community College. The training includes how to develop and implement an asset management plan and the benefits of doing so. Florida FRWA conducts asset management training sessions that include the use of mapping software. SERCAP provides water systems with comprehensive training on asset management and assistance in creating and implementing asset management plans. Georgia The state is contracting with Georgia Rural Water Association to expand its services to assist water systems with training personnel in implementing asset management plans. 20 ------- State Description Idaho IDEQ collaborates with the Environmental Finance Center, RCAC, and the Idaho Rural Water Association to provide asset management training. Illinois Illinois works with Great Lakes RCAP and Environmental Finance Center (EFC) to develop free asset management training programs for small PWS operators and managers in the state. RCAP provided a virtual training session on asset management in December of 2022 that was free to PWSs and RCAP and EFC plan to provide further virtual training sessions in 2023. Indiana Indiana has technical assistance providers who encourage and train utilities in asset management principals and program development. The Alliance of Indiana Rural Water provides both in-person training across the state and offers online courses in asset management for utilities. Iowa The state supports in-person and virtual asset management training specifically concentrating on the small systems that typically do not have resources to develop, implement, and maintain an asset management plan. Asset management concepts are also incorporated in new operator training. Kansas KanWork provides training to Kansas public water supply systems through contractual agreements and includes training focused on AM. Kentucky State staff are collaborating with stakeholders, including the Kentucky Rural Water Association, and RCAP, to provide asset management training to water system staff. DOW staff also provide online training courses for water system operators and management which include topics such as developing an asset inventory and assessing and rating infrastructure assets. Louisiana PWSs selected to participate in a capacity assessment have the option to attend a presentation/training session/workshop on asset management that encourage systems to develop and implement asset management plans. The presentations/workshops are offered by Drinking Water Revolving Loan Fund (DWRLF) staff, Louisiana Rural Water Association (LRWA), and/or other State-approved contractors such as Southwest Environmental Finance Center (SWEFC). Maine RCAP Solutions helps systems conduct asset management training and provides board training and stakeholder communications to explain AM. Maine Water Utilities Association, Maine Drinking Water Program, Maine Rural Water Association, and the Environmental Finance Center Network also provide training related to AM. Maryland The state meets periodically with training and technical assistance organizations to plan and provide assistance and training. Applicable training or webinars on asset management are shared with operators and system administrators. Massachusetts MADEP Drinking Water Program provides numerous in-person and virtual training courses, several of which annually have an asset management component. 21 ------- State Description Michigan The state has developed training and engaged with technical assistance providers to give training to help educate water suppliers on the five core principles of asset management and asset management planning requirements. Asset management training with a specific focus on small systems is provided by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) and other technical assistance providers Minnesota MRWA staff conduct routine asset management training to water system staff and train water systems on their asset management templates. Mississippi Mississippi Rural Water Association's AM-specific training includes a curriculum covering all topics in EPA's Asset Management: A Best Practice Guide and that helps systems begin to create their asset management plans. Training is held over two full days and in various geographic areas within the state. Since these training began in 2019, 25 two-day training have been held geographically throughout the state. Missouri The state promotes operator training focused on utility asset management and incorporates asset management into training with systems. There is free training and assistance to PWS personnel regarding the benefits of AM. Montana Creation of an asset management plan is emphasized in training events around the state. The Operator Certification Program is expanded to include facility-based asset management centered training through approved providers. Technical assistance providers are encouraged to develop asset management knowledge through additional formal training. Technical assistance providers completing additional formal asset management courses will be considered a preferred technical assistance provider for facility-based asset management training. Nebraska AM training is included in water operator training classes via in-person and virtual workshops/webinars. Nevada Technical assistance providers deliver training for operators and managers on resource consolidation and asset management improvement activities. New Hampshire Capacity Development training is provided by NHDES staff or by staff under contract, including training on asset management and the benefits of implementation. New Jersey New Jersey Department of Environmental Protection (NJ DEP) is prioritizing training of drinking water systems on asset management and the requirements of the WQAA. New Mexico Water systems are offered a variety of asset management training that includes asset inventory, system mapping, asset management software, best practices, and an overview of asset management information. New York Various agencies throughout the state offer training on AM. North Carolina Division of Water Infrastructure provides training on how to apply for funding, including for the AIA grants for asset management. Partner organizations, such as the North Carolina Rural Water Association and the University of North Carolina School of Government's EFC, provide training that emphasizes the basics and benefits of AM. 22 ------- State Description North Dakota The department has and will continue to offer training to PWSs on how to prepare an asset inventory. Training can be delivered by in-house staff or contracted out to technical assistance providers. Training can also be held independently or in conjunction with operator certification training or conferences. Other asset management training that is also offered to PWSs includes guidance on how to evaluate asset criticality and how to develop CIPs and O&M strategies. Ohio Ohio provides training through set-asides to operators and system officials on the importance of, development of, and implementation of asset management plans. Oklahoma There is annual training for systems focused on the five core components of asset management and asset management is included in training offered for operator certification. Oregon Oregon will provide training on the benefits and methods of asset management planning for PWS managers, administrators, and board members. Training will include the importance of implementing asset management policies to inform budget decisions. Pennsylvania AM training includes the Environmental Finance Center's one-day asset management Workshop and the Pennsylvania Department of Environmental Protection's (PA DEP) two-hour web-based training course on EarthWise Academy, Leadership and Decision Making for Sustainable Water and Wastewater Infrastructure. Puerto Rico The Puerto Rico Department of Health is in the process of coordinating training, workshops, and more to promote the use or implementation of the asset management plans. Rhode Island The state's Center for Drinking Water Quality collaborates with New England Water Works Association to offer a semiannual asset management training course to drinking water operators in the state. This course assists operators with starting an asset management planning process. The state works with a third-party contractor also provides training on financial and managerial capacity. South Carolina South Carolina Department of Health and Environmental Control provides asset management training workshops for small public wastewater and drinking water systems that include all aspects of asset management planning. South Dakota The state provides training on asset management that is available to all systems in South Dakota. Asset management training examples in the state include education for board members, trainings provided by technical assistance providers about asset management planning, and Operator Training and Certification Program classes that emphasize the importance of asset management plans. Tennessee TDEC utilized a contract with the Tennessee Association of Utility Districts (TAUD) to develop a framework for asset management plans and to conduct training sessions, specifically for small and disadvantaged systems, in different regions of the state during 2022. Training included sessions on requirements of the five core elements of and resources available to water systems to develop an asset management plan. 23 ------- State Description Texas Texas Commission on Environmental Quality (TCEQ) conducts training through its assistance providers to help systems develop and implement asset management plans. Virtual training on asset management is offered by a variety of providers including the SWEFC asset management Switchboard. Utah Utah DDW works closely with technical assistance providers to develop asset management training courses and provide asset management training to the state's water utilities. Utah DWW will provide training to encourage the state's systems to develop and implement capacity assessment and asset management programs. Vermont The state offers asset management training workshops to encourage the development of asset management plans. During these workshops, participants learn how to develop the components of an asset management plan. Virginia Virginia's Office of Drinking Water provides an all-day asset management planning training course to waterworks personnel as funding allows. The state also contracts with Virginia Tech, Mountain Empire Community College, and the Virginia Section of the American Water Works Association to provide training sessions for waterworks operators that relate to AM. Washington The state provides water system personnel training on asset management topics through technical assistance and passive interventions. Also, Evergreen Rural Water of Washington provides asset management training and technical assistance within the state using various funding mechanisms. West Virginia Training on asset management is provided at events attended by water system personnel, as well as that information/resources on asset management plan development are provided at all Child Development Associate training performed. Wisconsin Wisconsin DNR has partnered with technical assistance providers on multiple asset management trainings and classes around the state, with specific emphasis on small drinking water systems Wisconsin DNR partnered with Moraine Park Technical College to develop four online training modules focusing on local governing bodies, with topics including AM. Wisconsin DNR incentivizes certified operators to take these training modules by offering continuing-education credits, one per module completed. Wyoming Wyoming Department of Environmental Quality (WDEQ) will encourage all PWSs to develop asset management plans by providing training programs and events. Asset Management Outreach Alaska AM information will be incorporated into a range of existing resources such as conferences and educational and support materials. Content describing the benefits and specifics of asset management is being integrated into existing outreach efforts such as Operator Welcome Packets, Training Calendars, and Operator Certification training curricula. Arizona AM information is shared on the departmental website, during on-site technical assistance and sanitary surveys, and through quarterly Rural Water Infrastructure Committee meetings. 24 ------- State Description California The State Water Board solicited public feedback on how best to incorporate asset management into the revised Strategy. Stakeholders were given the opportunity to suggest data and metrics that could be collected in the future to better help the State identify asset management resource needs and better track the successful implementation of asset management strategies by PWSs overtime. Colorado AM efforts are summarized and distributed via the Triennial Capacity Development Report to the Governor. Delaware The Capacity Development Program's drinking water email blast regularly communicates new regulations and other emerging topics in drinking water, which can relate to AM, to reach small PWS owners and operators that previously had limited means of obtaining current information. Florida The state is implementing regular outreach-related technical assistance such as board training, rate studies, operator/staff training, and community workshops that can be held in conjunction with the asset management process. These activities will be managed by SERCAP. Idaho The state plans to encourage the development of asset management plans through various outreach and education efforts. Illinois Illinois Environmental Protection Agency's (IEPA) website includes information on AM, including a discussion of the five-core-question framework and links to guides and tools developed by US EPA and others on developing asset management plans. Iowa Iowa Department of Natural Resources (IDNR) will submit a report to the State's Governor including efforts of the state to encourage asset management plans and to assist PWSs in training relevant and appropriate persons in implementing such asset management plans. The department posts this report on a public website and advertises when it is posted. Kentucky The state conducts outreach with stakeholders to identify potential statutory, regulatory, programmatic, and funding gaps to inform AM. Louisiana The System Improvement Plan Acceptance Letter associated with the receipt and use of DWRLF monies provides outreach to systems and directly encourages them to prepare an asset management plan in accordance with EPA's "Five Core Questions." Massachusetts An online training calendar is maintained that lists external training, including asset management training when offered. Michigan As part of the asset management plan rule adoption, significant effort was made to inform water suppliers about AM. Training and one-on-one assistance for utilities is provided by EGLE and technical assistance providers. Additional resources specific to small water systems are made available on EGLE's dedicated asset management plan website. A frequent activity for both EGLE staff and technical assistance providers is to teach local board/council members about asset management plans and water supply operations to receive their support for budgeting capacity improvement projects. Mississippi The triennial report to the Office of the Governor will discuss and publicize key metrics around AM. 25 ------- State Description Missouri Starting in 2023, the triennial Capacity Development Report to the Governor's Office will include information on Missouri's asset management efforts. The state will also use its website and social media channels to promote AM. Montana The Montana Department of Environmental Quality (MDEQ) Public Water Supply staff, approved technical assistance providers, and private consultants will present capacity development and asset management content annually at conferences to provide assistance to systems, solicit public input, and keep Montana's capacity development strategy current. Nebraska The state's Capacity Development webpages promote asset management and is discussed when the state hosts booths at activities related to drinking water and groundwater. New Hampshire The state provides outreach via its Capacity Development webpage with updated materials and resources about AM. New Jersey NJ DEP is prioritizing outreach to drinking water systems on asset management and the requirements of the WQAA. A dedicated webpage about asset management has been developed to provide a central hub for drinking water systems to access more information. New York NYSDOH convened a diverse group of stakeholders to discuss asset management for PWSs in New York, and information from these outreach efforts contributed to an update of the capacity development strategy. North Dakota The state has hosted multiple public comment periods to reach out for public input on asset management and other capacity needs and concerns. Ohio AM program requirements are communicated in web materials, and during sanitary surveys and enforcement actions. Oklahoma AM is promoted to systems through access to a free software tool and associated one-on-one assistance in using the tool. Trends in asset management plan development are also published in the capacity development section of the state's annual report. Oregon Oregon Health Authority is developing an educational handout specifically targeted at a broader understanding of the five-core-question framework for AM. Pennsylvania The Operator Outreach Assistance Program, providing one-on-one on-site assistance to help water systems develop an asset management plan, is advertised through PA DEP's library and shared during PA DEP inspections, technical conferences, consultation meetings, and through email and paper mailings. Pennsylvania also created a TMF self-assessment tool with multiple questions related to AM. Puerto Rico The Puerto Rico Department of Health is to promote the use of asset management by explaining the benefits that the system will receive through the use of their Technical Assistance Support. The department plans to detail the technical assistance that is available to systems through the use of letters, flyers, brochures, examples of asset management plans, and other forms of written communication. The department plans public outreach to also help customers become more aware of the asset management issues that their water system is encountering and what is been done to address these issues. 26 ------- State Description South Carolina The sanitary survey system visit will be used as an opportunity to provide information about the benefits of asset management planning and share information about available resources such as upcoming asset management training opportunities and the funding available for preparing asset management plans. South Dakota The state has developed public education materials to address issues such as how technical, managerial, and financial capacity, including asset management, can be used to ensure compliance with water quality standards. Tennessee TDEC is developing a website and plans to host asset management plan workshops if warranted to address low understanding of asset management plans across the state. Texas Outreach is conducted via in-person and webinar-based workshops and presentations about asset management at conferences and seminars including the annual TCEQ Public Drinking Water Conference. Additionally, technical assistance providers conduct pilot projects that promote asset management through mentor programs and system-to-system training to expand outreach and trainers. Utah Utah DDW includes asset management resources on its website and will work with technical assistance providers to ensure the most helpful, up-to-date information resources (including web links, guidebooks and reference documents, spreadsheets, etc.) are included on the website. Vermont Communication and outreach are conducted in collaboration with water systems, technical assistance providers, and other stakeholders, and include information regarding the state's asset management program. Virginia Virginia Department of Health, Office of Drinking Water (VDH-ODW) will seek out opportunities to present asset management training to operators and waterworks staff at conferences, seminars, webinars, and through other means. Washington Washington has developed several publications that encourage and assist in AM. Wisconsin Wisconsin DNR staff have presented on asset management at various drinking water conferences, increasing interest and communication in the public sector in developing asset management plans. Wisconsin DNR developed and created an asset management webpage for public access, which includes tools, resources, guides, trainings, FAQs, and a broad introduction to the practice and benefits of asset management for drinking water systems. Asset Management Technical Assistance Alaska AM information is to be incorporated into in-person assistance by the Remote Maintenance Work program. California Technical assistance providers will be asked to train and assist PWSs to prepare their own asset management plans. Colorado Various technical assistance resources and asset management tools are shared with technical assistance partners. Asset management reviews are conducted for all new water systems. Delivery of assistance prioritizes systems with deficiencies in AM. 27 ------- State Description Delaware Technical assistance providers (i.e., DRWA and SERCAP) are available to help all PWSs create and implement asset management plans. Florida DWSRF has contracted with FRWA to provide small communities with asset management planning assistance. FRWA creates several asset management plans every year, mostly for smaller drinking water systems. Asset management plans have been produced and implemented for more than 40 PWSs in Florida since the program's inception. Georgia The state has a contract with Georgia Rural Water Association to assist water systems in preparing business plans that is expanding to assist water systems in preparing asset management plans. Idaho Technical assistance with asset management is planning provided to water systems as part of a sanitary survey and engineering reviews. Indiana Systems identified as having capacity issues as a result of the sanitary survey will be contacted by Capacity Development staff to schedule in-person meetings to discuss capacity building, including the development of an asset management plan. RCAP technical assistance providers guide small systems step-by-step through the process of asset management planning, resulting in a resource for future decision-making that meets funding and regulatory requirements. Iowa IDNR will, as appropriate, encourage the development by public water supplies of asset management plans and assist through the provision of technical assistance. Kansas Onsite technical assistance is provided focusing on the five core components using AM. Kentucky The state connects systems with partner organizations to provide technical assistance based on needs identified via sanitary surveys, including building asset management plans. Louisiana DWRLF has partnered with SWEFC and LRWA to help provide individual and group assistance to systems for developing and implementing an asset management plan. Maine EFC network offers remote assistance with mapping and asset inventory data collection. Maryland Water systems will be referred to technical assistance providers such as SERCAP for specific guidance on asset management program development. Field staff will assess whether a system must develop one or benefit from having an asset management program. Field staff also review asset management plans to examine how detailed the plans are and provide general input. Massachusetts On-site technical assistance, such as leak-detection services, is available for small systems, and similar types of assistance to small systems related to overall asset management are in development. Michigan The state promotes asset management plan development for small water systems (1,000 people or less) through training and one-on-one assistance provided by EGLE and technical assistance providers. Such technical assistance can include assisting water systems create an asset management plan or educating water system staff and stakeholders about AM. 28 ------- State Description Minnesota MRWA staff can conduct on-site, in-depth asset management activities of systems most in need of assistance each year. Assistance includes development of a map of the system's assets using geographic information system. Mississippi Many of the state's technical assistance providers are familiar with asset management and will continue to assist PWSs at either their request or at the request of the state. Missouri Assistance is provided in the development of asset management plans and the development of an asset management and technical assistance contract. Montana Technical assistance providers are encouraged to promote system specific asset management plans through field visits and annual training events. The MDEQ Public Water Supply field staff discuss capacity development and asset management with the system representative(s) and refer them to the Capacity Development Coordinator for further assistance. Nevada Technical assistance providers are available to prepare asset management programs for many systems at no cost using Bipartisan Infrastructure Law funds. New Hampshire AM plans are strongly encouraged for all water system assets and technical assistance is available to support their development. Targeted technical assistance is provided every year to small systems to create their business plan, including a detailed asset inventory, budget review, and discussion on water rates. New Jersey Technical assistance will be provided to assess the system's asset management planning activities, identify deficiencies, and recommend improvements, as needed. The Capacity Development Program will also recommend that medium to large-size community water systems which do not already employ asset management tools identify and begin utilizing an asset management program suitable for their needs. New Mexico The state utilizes contracts with technical assistance providers to deliver assistance to systems regarding various aspects of AM. New York The state offers technical assistance, including assistance with asset management planning. Asset management planning technical assistance is provided by the state and through partners such as New York Rural Water Association and RCAP. North Carolina North Carolina Rural Water Association's Circuit Riders program provides individual assistance for developing and implementing asset management plans. North Dakota Assistance to acquire and maintain capacity or develop an asset management plan will be available from many sources like engineering firms, technical assistance providers, the department, other water system operators, and other State agencies. Ohio Ohio provides technical assistance in developing and maintaining asset management programs. Oklahoma Oklahoma Department of Environmental Quality contracts annually to provide technical assistance to water systems and the Oklahoma Water Resources Board has contracts specifically on asset management and long-range sustainability planning. 29 ------- State Description Oregon The state will provide asset management planning and onsite implementation assistance as one of the technical assistance activities that the contracted circuit rider can provide to eligible water systems. Pennsylvania The Outreach Assistance Provider Program provides on-site operational services to both publicly- and privately-owned facilities which includes assistance to help water systems develop an asset management plan. Puerto Rico Puerto Rico and the DWSRF program can provide technical assistance to the systems on how to develop asset management plans. The Puerto Rico Department of Health is in the process of coordinating field visits to promote the use or implementation of the asset management plans. Technical assistance support regarding asset management promotion is also available through the Circuit Riders Program. Rhode Island AM plans are encouraged by assisting PWSs with technical assistance. South Carolina The technical assistance contractor can provide direct assistance to small systems for activities that can support asset management planning such as mapping system assets, leak detection testing to identify assets in need of repair, rate setting, and identifying user-friendly and reasonably priced asset management tools (e.g., asset management software). South Dakota The state provides asset management assistance during technical assistance visits. Technical assistance providers will use the EPA's Asset Management: Best Practices Guide when working with water systems on creating asset management plans. Technical assistance providers will also be utilized to help the systems complete the Capacity Assessment Worksheets when needed. Tennessee TDEC will continue to partner with TAUD to provide direct technical assistance on asset management plans. Texas TCEQ provides free on-site technical assistance to develop and implement asset management plans via state assistance contracts and the Small Business and Local Government Assistance program. Utah The Utah Water Quality Alliance members may provide technical assistance to smaller systems which will now include assistance with AM. Virginia Technical assistance providers may perform on-site activities for waterworks to assist with asset management planning. Additionally, four Capacity Development Program Coordinators (i.e., Sustainability Coordinators), are on staff to conduct on-site technical assistance to small systems. Additionally, VDH-ODW is continuing to work with SERCAP and Virginia Rural Water Association regarding technical assistance, including AM. Washington Much of the work the state does for asset management falls under technical intervention, such as focused technical assistance provided as webinars through contracts with third-party technical assistance providers, individualized technical assistance in reviewing plans, and group technical assistance. 30 ------- State Description West Virginia Technical assistance offered to water systems includes assistance in the creation, implementation, and updating of an asset management program utilizing various technical providers including RCAP and West Virginia Rural Water Association. Wisconsin Wisconsin DNR encourages asset management by providing technical assistance from both department staff, including their Capacity Development Coordinator, and the state's technical assistance partners. Both Great Lakes Community Action Partnership of Wisconsin and Wisconsin Rural Water Association receive EPA grants for technical assistance, and Wisconsin DNR, as the primacy agency, includes asset management as one of its core areas of suggested technical assistance to be carried out using a portion of these grant funds. Wyoming WDEQ works with PWSs and technical assistance providers to assist water systems in completing the Capacity Development Self-Assessment Questionnaire, completing the asset management plan spreadsheets, and implementing their asset management plan. Asset Management Guidance Document Alaska ADEC is developing asset management guidance documents that utilize EPA's five-core- question framework. Colorado Available guidance includes asset inventory templates, CIP templates, O&M planning templates, regulatory guidance, and FAQ documents. Connecticut Guidance documents are available to help PWS to meet the requirements of the asset management statute. Illinois Illinois is utilizing existing templates and guidance documents on asset management created by US EPA and other states for its own asset management guidance. Additionally, Illinois developed minimum criteria for small system asset management plans. Kansas The KanWork Manual, developed by the Southwest Environmental Finance Center under a contractual agreement, guides asset management plan development. Louisiana The state has created an Asset Management Guidance Document and an asset management Plan Workbook which are available online. Maryland The 2006 Maryland Department of the Environment Capacity Management Guidelines Maryland published guidance for public drinking water systems on developing capacity management plans, which includes aspects of AM. Massachusetts Guidance related to the asset management planning grant program is available on MADEP's webpage. Michigan Guidance on the submission of an asset management plan was developed and made available to CWSs in August of 2017. An asset management dedicated website has been developed and retains the available tools, resources, guidance, and training materials. Guidance materials include FAQs, guidance documents catered to water systems, and a review checklist. Minnesota MRWA staff have developed and maintain Excel based asset management templates for small water systems. 31 ------- State Description Montana MDEQ is in the process of developing a capacity development resource webpage that emphasizes asset management tools for the creation and maintenance of asset management plans. A drop-box will be available for systems to share their asset management plans and obtain a professional review and guidance. Nebraska The Nebraska Department of Environment and Energy's Capacity Development webpage includes guidance documentation, resources, and tools for AM. Nevada Guidance materials detailing the benefits of asset management programs are shared with all PWSs. New Jersey Several resources have been developed and are available on webpages, including guidance on asset management plan development, FAQ documents, best management practices, and an asset management program checklist. New York The state offers a variety of templates, guidance documents, and standard operating procedures related to AM. North Carolina Guidance documents including Asset Inventory and Assessment Grant Priority Rating System Guidance and Public Water System Capacity Development Guidance Document are available on the state's PWS section website. Ohio An asset management program template is available for non-CWSs as guidance. Guidance outlining the minimum requirements for an asset management program is also included in the state codes (OAC Chapter 3745-87). Oregon The state provides an asset management handout for guidance, a customized asset management tool/template that PWSs can use to develop an asset management plan, and specific guidance for small PWSs on AM. Puerto Rico Puerto Rico's Capacity Development Manual is a tool to assist and guide systems in understanding and attaining capacity, in which asset management is planned to be introduced. South Dakota The new Water System Planning Manual includes information about managing assets. Texas Guidance on the state's website includes free templates, managing small water systems guidance documents, outlines, and other asset management planning tools and resources for water systems, such as the Small Business and Local Government Assistance Asset Management Worksheet. Utah Utah DDW updates information resources related to asset management (including guidebooks and reference documents, spreadsheets, etc.) to be included on their website. Vermont Guidance documents, including asset management and future planning resources, are available online. Washington The state partners with the Departments of Commerce and Ecology, and the Utilities and Transportation Commission to provide financing and financial literacy guidance on topics such as asset management and rate setting. The state also provides RCAC's asset inventory worksheet that allows a water system to document its full asset inventory and address the condition of each asset. 32 ------- State Description West Virginia Guidance documents have been created for use by systems during the creation of an asset management plan. These documents, collectively known as the Basic Submission Documents for Asset Management are a collection of spreadsheets and tracking tools that are instrumental to a system's ability to plan for future operations. Wisconsin The Wisconsin DNR asset management webpage includes tools, resources, and guides on AM. The Environmental Loans webpage also includes guidance on asset management plans and how to create an asset inventory that will qualify the system for principal forgiveness points. Wyoming WDEQ has online spreadsheets with guidance on how to create an asset management plan. Asset Management Questions in Capacity Assessments Alaska Content describing the benefits and specifics of asset management is being integrated into ADEC Statewide Capacity Development Survey. California The state Capacity Assessment incorporates four of EPA's five core questions of an asset management plan. Connecticut A Capacity Assessment Tool is available to help identify asset-related infrastructure deficiencies such as corroded and rusted assets and water losses. Delaware Delaware's Capacity Development Program reviews whether there is an asset management plan. The Capacity Development program will encourage PWSs to create and implement an asset management plan as determined. Hawaii All new community and NTNC systems must submit for SDWB's review and approval a Capacity Evaluation of New Water Systems form, which is designed as an asset management plan for small systems. Illinois An asset management section will be added to the TMF capacity pre-screening survey that is currently implemented in lEPA's engineering evaluations by May 31, 2023. Louisiana Each quarter, at least twenty existing PWSs are selected for capacity assessments, which include a question asking if an asset management plan is in place. Massachusetts The Capacity Development Program developed and distributed an online Capacity Survey to PWSs which includes questions about asset management plans. Mississippi Starting in 2024, new capacity assessments will incorporate questions regarding the development of asset management plans. Montana AM questions have been incorporated into the capacity development self-assessment form. Self-assessment forms will be provided to systems through sanitary surveys, technical assistance visits, engineering review, rules management, and training events. The self- assessment form will be provided to systems with an ETT score greater than 10 when appropriate. Nebraska The PWS Capacity Survey includes additional questions related to asset management and its five core elements. 33 ------- State Description Nevada Questions about the development of asset management programs and the public outreach on their use are included within capacity surveys. New York NYSDOH integrated the five-core asset management questions into their capacity assessment scorecard. The Department will analyze data to assess PWS needs for each core question. When following up with systems after completion of the capacity assessment scorecard, the state also encourages systems to implement asset management measures. North Dakota The state's self-evaluation capacity assessment/questionnaire form includes questions on AM. Oklahoma The Capacity Development Baseline Project surveys all water systems in the state serving 10,000 or fewer customers once every three years, including regarding the development and implementation of asset management plans. Oregon The state is updating the current DWSRF Capacity Assessment Report Form and New Water System Capacity Requirements Checklist to include questions on AM. South Dakota South Dakota's Capacity Assessment Worksheets address all areas of capacity, including asset management questions. Utah The Capacity Assessment Worksheets have been updated to include questions regarding AM. High priority systems are sent self-assessment worksheets which include five core components of asset management and references to Utah DDW's website for additional asset management information. Vermont All CWSs are asked to complete a Capacity Survey including components related to AM. Wyoming WDEQ has included asset management related questions in their Capacity Development Self- Assessment Questionnaire. 34 ------- Internal Activities Table 7; Asset Management Internal Activities State Description Asset Management Training for State Staff Illinois Illinois EPA drinking water staff will receive training via the U.S. EPA's asset management training modules. Iowa IDNR staff, operators, city administrators, and the public are provided training on the importance of AM. Asset management concepts are also incorporated into board training presentations. Missouri Funding is available for implementing asset management training for Missouri Department of Natural Resources team members in addition to PWSs. Montana The state is implementing and supporting the training of a designated Capacity Development Coordinator position in the MDEQ Public Water Supply. The long-term goals of this position will direct capacity development efforts with emphasis on AM. Nebraska Nebraska Department of Environment and Energy staff are trained on the basics of AM. New Jersey NJ DEP staff need regular and ongoing training to provide technical assistance. Training topics must cover Federal and State SDWA regulations, asset management planning requirements and more. Virginia VDH-ODW, SERCAP, and Virginia Rural Water Association have attended a "Train the Trainer" course conducted by a third-party engineering firm and participated in an offshoot small workgroup to collaborate on asset management plans and training. Wisconsin Wisconsin DNR staff have and continue to attend asset management trainings and engage in a variety of workshops, discussions, and other communications regarding AM. Considering Incentives for Asset Management in SRF Program Alaska Starting in 2024, the state's SRF plans to incorporate asset management into the project evaluation and scoring process to further incentivize the development and implementation of asset management plans. California Special conditions may be added to the funding agreements to require funding recipients to undertake feasible and appropriate changes to enhance their capacity, such as creation of an asset management plan. Iowa The Strategic Planning Advisory Board is considering developing incentives for PWSs who developed an asset management plan and follow through with implementation. Considering an Asset Management Regulatory Requirement Illinois In the future, the Illinois EPA plans to explore the possibility of requiring asset management plans for DWSRF loan applicants as well as for systems applying for a construction permit to increase capacity by greater than 20 percent. Mississippi Through a revision to its water supply statute and/or regulations, Mississippi State Department of Health intends to require new PWSs to develop an asset management plan. 35 ------- State Description Oregon The state has plans to later apply its Capacity Development Program review to evaluate whether regulatory legislative change is necessary for a water system to use AM. Puerto Rico Puerto Rico is considering installing asset management requirements. Tennessee TDEC plans to modify rule 0400-45-01-.04(6) to ensure the definition of the Capacity Development Plan includes an asset management plan component. Other Future Implementations for Asset Management Alaska ADEC has procured a contractor to conduct a statewide survey of stakeholders and partners to gather insight into the capacity-building needs of systems statewide. The survey will include asset management questions. California The State Water Board plans to collect asset inventory (sources, treatment, and distribution), planning, and resiliency data from water systems. Idaho IDEQ's Drinking Water Bureau is developing a new electronic document management system that will track and report which PWSs are missing asset management plans, among other documents. Iowa The Strategic Planning Advisory board is considering several future initiatives, funding programs that support AM, implementing marketing on the value of AM, and conducting a follow-up survey about the asset management plan. Maine The state is considering the development of a grant program for asset management planning. Nebraska The state is developing asset management training/mentoring for new operators at very small water systems. New Hampshire NHDES is considering new grant opportunities for implementing asset management for very small systems serving less than 500 people. Ohio The state plans to track and analyze annual metrics reports to further plan out state asset management approaches and measure improvements to capacity. Pennsylvania PA DEP's plans include developing a statewide list of all systems needing an asset management plan. After developing this list, it could be used to target water systems for attending asset management plan training, webinars, and technical assistance. Puerto Rico Puerto Rico is considering revising its priority ranking system to include criteria related to AM, planning a train-the-trainer session for personnel about asset management techniques, and utilizing sanitary surveys to examine parameters related to AM. Virginia The state is seeking future opportunities to present asset management training to operators and waterworks staff at conferences, seminars, webinars, and more. 36 ------- Appendix A.
