Overview of Alabama's Planned Activities

Alabama will update its Plan for Boosting Residential Material Recovery and Recycling in Alabama to
serve as a guide for creating a circular economy. Alabama also will update its solid waste
management plan to include resiliency plans and a framework for a comprehensive disaster debris
stream management plan. In addition, Alabama will update recycling regulations to enhance
requirements for reporting and monitoring of recycling efforts, increasing diversion rates. The
reporting systems will be streamlined to accurately reflect recycling efforts and encourage
consistent and accurate reporting across all regulated recycling facilities. Alabama also will
undertake regular solid waste management progress reporting and troubleshooting, enhanced solid
waste project management, and timely setback mitigation and follow-through activities.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged, communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to Alabama once all legal and administrative requirements are satisfied.
