Investing in America through the Bipartisan Infrastructure Law Solid Waste Infrastructure for Recycling State and Territory Grant Fact Sheet Delaware Grant Recipient Information Name: Delaware Department of Natural Resources and Environmental Control EPA Information Region: EPA Region 3 Highlights • Conduct reusable bag research. • Conduct an analysis on using recycled glass as a cost-effective alternative to sand. • Update Recyclopedia, a search tool for residents to find out if and how they can recycle items. • Collect and analyze recycling container sensor data to ensure correct size of recycling containers and sources of contamination. • Create a map of food waste generation throughout Delaware. Overview of Delaware's Planned Activities Delaware will evaluate potential recycling methods for re-usable bags. Delaware also will perform a feasibility study and pilot for recycled glass sand to be used to replenish the sand on Delaware's beaches. Delaware's Recyclopedia, a search tool for residents to find out if and how they can recycle items, will undergo updates, including the addition of a new donation module, which will allow non- profit organizations to post items to increase re-use opportunities statewide. Recyclopedia will be advertised based on metric-marketing methods and expanded to include more solutions. Delaware also will conduct an analysis of data provided by sensors installed on recycling containers to better understand the composition of the recycling stream. Lastly, Delaware will include a map of food waste generators in nearby states. This map will assist Delaware identify potential resources for processing food waste and reveal opportunities for waste facilities to divert food waste. SWIFR Grants for States and Territories The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to support National Recycling Strategy implementation and build a circular economy for all. As part of the Investing in America agenda, this funding can be used to develop or update plans to advance post-consumer materials management, implement those plans, and to improve data collection efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities that are marginalized, underserved, and overburdened by pollution.
