Overview of Wyoming's Planned Activities

Wyoming seeks to enhance the use of existing recycling and diversion opportunities within the state
as well as to increase the understanding of the nature and extent of solid waste and divertible
materials generated in Wyoming. Wyoming will identify illegal tire piles, create a database with the
location of these tire piles, collect data on the tonnage and volume of the piles, and develop a plan
for a statewide tire recycling program. They also will update the directory of facilities handling waste
management and implement a data collection application for these facilities. The state will focus on
improving data collection and measurement, adding waste category variables and waste material

metrics to the database, and creating a mechanism to export data to the solid waste tracking
database. With the data collected, Wyoming will update their diversion study.

SWIFR Grants for States and Territories

The 2021 Bipartisan Infrastructure Law provides the largest EPA investment in recycling in 30 years to
support National Recycling Strategy implementation and build a circular economy for all. As part of
the Investing in America agenda, this funding can be used to develop or update plans to advance
post-consumer materials management, implement those plans, and to improve data collection
efforts. These grants also advance the Justice^ Initiative, which aims to ensure that 40% of the
overall benefits of certain Federal investments flow to disadvantaged communities that are
marginalized, underserved, and overburdened by pollution.

EPA will make the award to Wyoming once all legal and administrative requirements are satisfied.
