New neighborhood on the horizon for growing town Conceptualizing a future mixed use residential development in Nevada, Missouri Project Summary Community: Nevada, Missouri Technical Assistance: Site Design Former Use: State rehabilitation center Future Use: Mixed use commercial and residential Nevada, Missouri is a relatively small town that sits along Interstate 49 (1-49) that connects north south to Kansas City. The focus site is the Nevada Habilitation Center, a former mental health medical facility owned by the State of Missouri and most recently used for administration office space. The site covers approximately 1Q0~acres at the northern edge of the city and is slated to be connected to I-49 with a new exit over the next few years. development as well as provide supporting services and amenities. The plan was developed based on a series of meetings with local stakeholders to provide input on the design process. The final site plan includes a linear park that provides natural open space with a walking and biking path, small frontage retail shops, and a diversity of housing ranging from cottage clusters to single family homes. The housing diversity provides affordable and attainable options for people entering the housing ownership market or down-sizing from larger residential properties. The plan also includes alternatives for the State buildings. These alternatives could depend on future ownership structures, include retaining the space as offices, or transition the buildings into a multi-family apartment development to provide a higher density of housing. Overall, the plan includes about 422 housing units, and a third of the site is retained for commercial and open space development. The Community's Challenge Nevada faces challenges including site ownership and determining the best possible reuse option for the two Sate properties given their age and odd configuration. With a site as large as the Habilitation Center, there is a great opportunity for thoughtful and forward-looking planning to grow the city's housing diversity and mix of commercial offerings as the population grows. There are also important adjacencies to the site, including a local YMCA, Crowder College, and a planned new elementary school that make the careful redevelopment of the site critical. EPA's Land Revitalization Technical Assistance In 2021, the U.S. Environmental Protection Agency Land Revitalization Program provided contractor technical assistance to complete a site reuse plan for the 100-acre site, including the two State-owned parcels.
