2020-2025 Milestone Schedule
Two-year Water Quality Milestones Timeframe

Programmatic milestones cover January 1 of an even numbered year through December 31 of
an odd numbered year. For example, for the 2020-2021 programmatic milestones, the period
reported on is January 1, 2020 - December 31, 2021. Programmatic milestones will include
BMP implementation targets, as approved by the CBP partnership in January 2020.

Chesapeake Bay Milestone Timeline in Chronological Order [all dates reflect the nearest
business day]

2019 (and each subsequent year)

•	September - EPA sends instructions to federal agencies on submitting numeric progress
to the states and submitting two-year milestones1

•	October 1 - Federal agencies report numeric progress to the states and EPA covering the
progress made from July 1 of the prior year through June 30 of the current year

•	December 1 - The states report to EPA on consolidated federal/non-federal numeric
progress for pollutant reduction measures that are tracked, verified, and reported for
the previous July 1 - June 30 period

o Virginia wastewater data is due January 31 each year

•	February 8 each year2 - CBP partnership finalizes numeric progress and verification
assessments

2020, 2022, 2024

•	January 153 - The states submit drafts of the next set of programmatic two-year
milestones to EPA. Federal agencies submit drafts of next set of two-year milestones and
federal agency-level programmatic two-year milestone commitments to states and EPA

•	January 15 - The states and federal agencies report to EPA on progress toward achieving
programmatic milestone commitments for the prior milestone period, based on the
timeframes noted above

•	January 31- EPA compiles all draft federal agency programmatic milestone
commitments, posts to the Federal Leadership website and shares with the CBP
partnership's Management Board and the Federal Office Directors for 15-day review and
comment

1	Instructions for states to submit progress are outlined in the Clean Water Act 117 grant guidance.

2	This deadline is a Chesapeake Bay Program (CBP) partnership goal. The CBP partnership's Bay Barometer and
Water Quality "Reducing Pollution Indicator" are dependent on the finalized numeric progress reports.

January 13, 2020

•	January 314 - The states post draft two-year milestone commitments to their websites
for public access

•	Within 60 days of submission of draft programmatic two-year milestones or finalized
numeric progress reports, whichever is later- EPA provides draft evaluations of states'
and federal agencies' programmatic milestone commitments and prior milestone period
progress

•	Within 30 days of the EPA evaluation of draft milestone commitments and milestone
progress - The states and federal agencies submit final two-year programmatic
milestone commitments to EPA

•	Within two weeks of submitting final two-year programmatic milestones - The states
post final programmatic milestone commitments to their websites for public access

•	Within 60 days of submission of final programmatic two-year milestones - EPA posts
the final evaluation of progress on existing milestones and evaluation of the new
milestone commitments for each state and the federal agencies to the Chesapeake Bay
TMDL website

2021, 2023, 2025

•	January 15 - The states and federal agencies report to EPA on progress toward
achieving programmatic milestone commitments for the current milestone period,
based on the timeframes noted above

•	Winter (January-March) - EPA conducts check-in meetings with the states on progress
for current milestone period

•	April 30 - All data from states (including local partners) and CBP partnership source
sector workgroups that may inform modeling changes for the next milestone period are
submitted to EPA

•	June 30 - All data from non-state sources (e.g., Federal Agencies, national data sets)
that inform modeling changes for the next milestone period are submitted to or
gathered by EPA

•	July to October - Draft changes to modeling tools reviewed and approved by CBP
partnership Water Quality Goal Implementation Team and workgroups

•	September 15- EPA sends instructions to federal agencies for submitting programmatic
milestone commitments (including templates)

•	Within three weeks of WQGIT approval of changes to modeling tools - Final changes
to modeling tools provided on CAST for use in next milestone period

•	December 1 - EPA sends instructions to the states for submitting programmatic
milestone commitments (including templates)
