e-Manifest Monthly Update
for January 2018

System Development Update

EPA completed and published e-Manifest Release 2.0 in January 2018. This version incorporates
input from extensive user testing of the system. Key features of Release 2.0 include:

•	Ability to save, update, and retrieve a manifest via website and through a system
to-system interface:

•	Capability for Generators, transporters, and receiving facilities to sign manifests
electronically

•	State user functionality in the web application

e-Manifest User Fee Final Rule

EPA completed the User Fee Final rule in December 2017 and published it on January 3, 2018
(83 FR 420). The final rule establishes the methodology that EPA will use in setting and revising
user fees in order to recover the full costs of the electronic manifest system. For further

Availability of e-Manifest Advisory Board September 26-28, 2018, Meeting Minutes

On January 4, 2018, the official minutes from the September 26-28, 2018, e-Manifest Advisory
Board meeting were published in public docket (Docket no. EPAHQ-OLEM- >368) at
regulations.gov. This was the second public meeting of the e-Manifest Advisory Board. The
meeting was held at the Environmental Protection Agency Conference Center in Arlington, VA.
The meeting theme was "Implementing eManifest: User Registration and Account Activation."
The purpose of the meeting was for the Advisory Board to advise the EPA on critical e-Manifest
user registration and account activation issues that need resolution prior to the launch of the e-
Manifest system. The Official meeting minutes consist of the Advisory Board's advice to the
EPA. The EPA is currently reviewing the Advisory Board recommendations and will be issuing
an official response to the Advisory Board's recommendations.

e-Manifest Webinar Events

On January 31, 2018, EPA conducted a "Special e-Manifest Double Webinar Day". This
consisted of a technically-focused webinar session held in the morning, and a general
information webinar session held in the afternoon. The technically focused AM webinar session
provided an update on the e-Manifest's Application Programming Interface (API) Services. The
general information session provided an update on the e-Manifest program. This session also
provided a live demonstration of the e-Manifest system to help stakeholders become familiar
with the system and to learn about latest developments including the newly issued "Release 2" of
e-Manifest.

Release 2 of the e-Manifest system incorporates input from extensive and early user testing of
the system and includes key functionalities, such as the ability for generators to sign manifests
electronically; for states to access data; and for users to correct manifests. Release 2 also
provides an opportunity to participate in our user testing. The presentation slides for both

On February 21, 2018, at 2:00 (EST) PM, there will be a technically-oriented webinar to

provide the most recent updates on the e-Manifest's Application Programming Interface (API)
Services. This API webinar will be of particular interest to hazardous waste information

On February 28, 2018 at 2:00 (EST) PM, there will be a General e-Manifest Webinar. This
general webinar session will provide the latest e-Manifest updates in preparation for the June 30,

e-Manifest Stakeholder Meetings

On February 5, 2018, the EPA e-Manifest team conducted a presentation session at the 20th
Annual California Certified Unified Program Agencies (CUPA) Training Conference. The
presentation focused on helping conference participants prepare for the anticipated June 2018
launch of the e-Manifest system.

During the month of February, the EPA e-Manifest Team will be providing a "Regional
Roadshow" e-Manifest training event for Region 3 and its states. The e-Manifest Team will
continue to conduct these training events to enhance collaboration among the EPA Regions and
their respective states to aid in the effective implementation of e-Manifest once it launches in
June 2018.
