EPA TO TEST SOIL IN PARTS OF WALNUT PARK
AND FLORENCE-FIRESTONE IN NOVEMBER

Introduction

The U.S. Environmental Protection Agency (EPA) is investigating whether
the Central Metal Inc. property (site) is eligible for EPAs Superfund cleanup
program. EPAs Superfund program was established in 1980 to address
hazardous waste sites that threaten public health and the environment. The
site was found to have a dirt pile wi th hazardous levels of lead and arsenic.

In 2019, EPA began investigating the site. As part of this investigation,
EPA tested the soil and groundwater. While EPA was testing, community
members shared concerns that contaminated soil from the site was blowing
onto their properties. In response, EPA decided to test the soil of yards in
parts of the Walnut Park and Florence-Firestone neighborhoods near the
site. These tests will see if contaminated dirt from the site has blown on to
nearby properties.

Background

From 1989 to 2016, the site was used
for industrial scrap metal recycling.
Before 1989, metal tanks were
manufactured on the site, beginning
sometime in the 1920s. These
operations left piles of dirt on site. In
2019, one of the piles was found to
be hazardous due to lead and arsenic
(see Figure 1). Lead, arsenic, and
other heavy metals can cause serious
health effects if people are exposed
to them at high enough levels.

EPA will use the investigation results to see if the site:

Properties that are within the sampling area
(see Figure 3) and have available soil in their yards are
eligible and their residents can sign up by either:

•	filling out a Soil Test Interest Form online at

Important:

Testing is free, participation is voluntary, and
data is strictly confidential (not shared outside
EPA). No information about your property
(including which yards are tested), or the
individuals living on these properties, will be
included in public reports, nor shared with
groups outside EPA. For more information about

EPATOMARA MUESTRAS DE SUELO EN PARTES DE WALNUT
PARKY FLORENCE-FIRESTONE ESTE NOVIEMBRE

Introduccion

La Agencia de Protecciori Ambiental de los Estado Unidos (EPA, por sus siglas in
ingles) esta investigando si la propiedad de Central Metal Inc. (sitio) es elegible
para el programa de limpieza Superfund de la EPA. El programa Superfund de
la EPA se establecio en 1980 para abordar los sitios de desechos peligrosos que
amenazan la salud publica y el medio ambiente. El sitio se encontro que tenia un
monton de tierra con niveles peligrosos de plomo y arsenico.

En 2019, EPA comenzo a investigar el sitio. Co mo parte de esta investigation,
EPA tomo muestras del suelo y el agua subterranea. Mientras EPA estaba tomando
muestras, miembros de la comunidad compartieron preocupaciones de que
contaminantes del suelo impulsados por el viento aterrizaron en su propiedad.
En respuesta, EPA decidio tomar muestras del suelo en los patios en partes de los
vecindarios de Walnut Parky Florence-Firestone cerca del sitio. Estas muestras
veran si el suelo contaminada del sitio ha llegado a las propiedades cercanas.

EPA usara los resultados de la investigacion para ver si el sitio:

•	es elegible para ser en un sitio de
Superfund;

no cumple con los criterios de la
EPA para ser un sitio de Superfund,
pero debe ser limpiado por otro
programa de la EPA;
debe ser remitido al estado de
California para seguimiento; o

•	no requiere ninguna action
adicional.

Antecedentes

De 1989 a 2016, el sitio se utilizo para
el reciclaje de chatarra industrial.

Antes de 1989, se fabricaron tanques
de metal en el sitio, comenzando en
algun momento de la decada de 1920.
Estas operaciones dejaron montones de
tierra en el sitio. En 2019, se encontro
que un monton dejado en el sitio era
peligrosa debido de plomo y arsenico
(vea Figura 2). El plomo, el arsenico y
otros metales pesados pueden causar
elect os graves a la salud si las personas
se exponen a ellos en niveles elevados.

Importante:

How Does the
Soil Testing Work?

container and sent to a lab.

will be filled with clean soil. If you had
grass before, the grass will be added back.

The holes will be four-six inches
deep.

The work will take about an hour. EPA will
follow all COVID-19 safety protocols to ensure
health and safety during the sampling process.

What Happens After I Sign Up?

•	EPA will review all Soil Test Interest Forms and decide
how many of the eligible homes we can test.

•	In August, EPA will individually inform residents who
submitted a Soil Test Interest Form if the soil in their
yards will be tested.

•	EPA will send "EPA Access Agreements" to the
property owner and tenant of the selected homes for
permission to soil test. The agreements must be signed
and returned to EPA before sampling begins.

•	In November 2021, soil will be collected and analyzed
for metals, including lead and arsenic.

•	EPA is leading this effort and getting word out about
the sampling effort with:

y the Los Angeles Department of Public Health;
y Communities for a Better Environment; and
y Florence-Firestone Community Leaders.

iQue Pasa Despues de Inscribirme?

•	EPA revisara todos los Formularios de Interes para Muestras
del Suelo y decidir que propiedades son elegibles para la muestra.

•	En agosto, EPA informara individualmente a los residentes
que enviaron un Formulario de Interes para Muestras del
Suelo si se probara el suelo de su patio o no.

•	EPA enviara "Acuerdos de acceso de la EPA" al dueno de
la propiedad y al inquilino/a de las casas seleccionadas
para obtener permiso para realizar muestras de suelo. Los
acuerdos deben firmarse y devolverse a la EPA antes de que
comience el muestreo.

•	En noviembre 2021, EPA recolectara suelo y analizara
metales, incluidos plomo y arsenico.

•	EPA es principal en analizara el suelo y para difundir sobre el
esfuerzo de muestreo EPA esta colaborando con:

y el Departamento de Salud Publica del Condado de LA;
y Comunidades para un Mejor Medio Ambiente; y
y Lideres Comunitarios de Florence-Firestone.
