PROGRAM The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. DEKALB COUNTY PROJECT NAME: Water Infrastructure Renewal Program LOCATION: Decatur, GA INVITED WIFIA LOAN AMOUNT $253 million POPULATION SERVED BY PROJECT: 729,000 PROJECT TYPE: Drinking Water PROJECT DESCRIPTION: The Water Infrastructure Renewal Program will focus on four key areas: 1) improving resiliency issues at the County's sole water treatment plant; 2) replacing aging water distribution system pipes that are contributing to pipe failures and leaks; 3) creating new pressures zones that better manage extreme system pressures; and 4) increasing system capacity to improve fire flow pressures, reduce system velocities, and support projected future demands. The purpose of the projects is to provide redundancy in water storage and transmission, eliminate potential single points of failure, increase reliability in water treatment plant equipment, and enable the water treatment plant to function when process units are out of service. NUMBER OF PEOPLE IMPACTED: 25 million in 20 states Selected projects must submit an application for a WIFIA loan, pass a creditworthiness assessment, negotiate a mutually agreeable term sheet, and execute a credit agreement to receive WIFIA funding. An invitation to apply indicates that EPA believes the selected projects will be able to attain WIFIA loans.
