PROJECT DESCRIPTION:

The Rogue Valley Water Supply Resiliency Project will consist for four water delivery projects: 1)
expansion of the Duff Water Treatment Plant; 2) lead and copper mitigation; 3) rebuilding phase 1 of the
Capital Hill Reservoir Facility; and 4) adding new storage and conveyance capacity at Coker Butte. The
purpose of the projects is to provide a more resilient water supply system and increase water quality to
meet the growing needs of the Rogue Valley and the requirements of the Oregon Resiliency Plan.

Selected projects must submit an application for a WIFIA loan, pass a creditworthiness assessment,
negotiate a mutually agreeable term sheet, and execute a credit agreement to receive WIFIA funding.
An invitation to apply indicates that EPA believes the selected projects will be able to attain WIFIA loans.
