PROJECT NAME: Pure Water San Diego Program Phase 1: North City Project

PROJECT DESCRIPTION:

Construction of Phase 1-North City of San Diego's multi-year Pure Water program will use proven
technology to clean non-potable reused/recycled water into safe, high quality drinking water and
provide one-third of the City's water supply by 2035. EPA closed a $614M WIFIA loan with the City for
this project in 2018 and the City is seeking additional funding. The purpose of this project is to provide a
reliable, sustainable supply sourced from reused/recycled water, reduce the need for imported water,
and divert wastewater flows away from the Point Loma ocean discharge plant.

Selected projects must submit an application for a WIFIA loan, pass a creditworthiness assessment,
negotiate a mutually agreeable term sheet, and execute a credit agreement to receive WIFIA funding.
An invitation to apply indicates that EPA believes the selected projects will be able to attain WIFIA loans.
