Across the nation, over 3 million Class 6 and Class 7 vehicles are currently in use, many of which are non-zero-emission vehicles powered by interna! combustion engines that pre-date recent U.S. Environmental Protection Agency (EPA) emissions standards. These vehicles disproportionately contribute to the greenhouse gas and air pollution emissions in the transportation sector, resulting in harmful health impacts to communities located in and around where these vehicles operate. The Inflation Reduction Act (IRA) provides $1 billion to replace existing Class 6 and Class 7 vehicle fleets with new zero-emission vehicles, including school buses, delivery trucks, utility trucks, and more. The vehicles funded under this program will result in cleaner air and better health outcomes for the communities in which they operate, children and other passengers on the vehicles, and the drivers and maintenance staff who work closely on the vehicles. Under the Clean Heavy-Duty Vehicles Program, at least $400 million of the available funding will be made available for projects serving one or more communities located in areas designated as being in non-attainment with the National Ambient Air Quality Standards. Submit your application no later than July25,2024 Up to $932 million in federal funding is now available for the replacement of existing non-zero-emission Class 6 and 7 vehicles with zero-emission vehicles. Who can apply for the 2024 Clean Heavy-Duty Vehicles Grants? Eligible applicants for this grant opportunity include 1) States, 2) Municipalities (including school districts), 3) Indian Tribes, and 4) Non-profit school transportation associations. While not able to apply directly, contractors may participate in the bidding process after grants are awarded. Two sub-programs are available to applicants based on which type(s) of vehicle(s) they are replacing. Applicants may submit one application per sub-program. Under this grant competition, the EPA will fund a cost share percentage of the new vehicle, up to the per-vehicle funding cap. The cost share percentage and per-vehicle funding cap vary based on the vehicle and fuel type of the replacement vehicle, as shown below.* Funding caps include combined vehicle and infrastructure funds to allow recipients additional purchasing flexibility. Recipients have flexibility to determine the split between funding for the vehicle itself and the supporting infrastructure.
