loans for regionally and nationally significant projects.

PROJECT DESCRIPTION:

The Enhanced Treatment and Site Upgrade Phase 1 Projects will consist of a combination of projects to
be constructed in three phases: 1) aeration basin modifications and the replacement of existing
buildings; 2) secondary clarifier construction and new chlorine disinfection and effluent pumping
facilities; and 3) existing secondary clarifier retrofitting. The purpose of these projects is to address aging
infrastructure, upgrade nutrient removal to address water quality in the San Francisco Bay, and improve
infrastructure resiliency to manage wet weather.

Selected projects must submit an application for a WIFIA loan, pass a creditworthiness assessment,
negotiate a mutually agreeable term sheet, and execute a credit agreement to receive WIFIA funding.
An invitation to apply indicates that EPA believes the selected projects will be able to attain WIFIA loans.
