The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. SILICON VALLEY CLEAN WATER PROJECT NAME: Regional Environmental Sewer Conveyance Upgrade Phase 2 LOCATION: Redwood City, CA INVITED WIFIA LOAN AMOUNT $38 million POPULATION SERVED BY PROJECT: 225,000 PROJECT TYPE: Wastewater PROJECT DESCRIPTION: The Regional Environmental Sewer Conveyance Upgrade Phase 2 Program will consist of three projects: 1) gravity pipeline tunnel construction; 2) front of plant improvements; and 3) pump station replacement or rehabilitation. EPA closed a $218M WIFIA loan with Silicon Valley for this project in 2019, and Silicon Valley is seeking additional funding. The purpose of the project is to replace the 1960's-era conveyance system that is beyond its typical useful life and cannot reliably and safely convey future wastewater flows of up to 108 million gallons per day (MGD). FY 2020 SELECTION ROUND NUMBER OF PROJECTS SELECTED: 55 TOTAL LOAN AMOUNT $5.1 billion TOTAL WATER INFRASTRUCTURE INVESTMENT SUPPORTED: $12.5 billion NUMBER OF PEOPLE IMPACTED: 25 million in 20 states Selected projects must submit an application for a WIFIA loan, pass a creditworthiness assessment, negotiate a mutually agreeable term sheet, and execute a credit agreement to receive WIFIA funding.
