Chlorpyrifos Status Update for PPDC

Background

On March 29, 2017, EPA issued an order denying a petition requesting that EPA revoke all
tolerances for the pesticide chlorpyrifos under section 408(d) of the Federal Food, Drug, and
Cosmetic Act and cancel all chlorpyrifos registrations under the Federal Insecticide, Fungicide
and Rodenticide Act. The petition was filed in September 2007 by the Pesticide Action Network
North America and the Natural Resources Defense Council.

Despite several years of study, EPA has concluded that the science addressing
neurodevelopmental effects remains unresolved and that further evaluation of the science
during the remaining time for completion of registration review is warranted to achieve greater
certainty as to whether the potential exists for adverse neurodevelopmental effects to occur
from current human exposures to chlorpyrifos. EPA has therefore concluded that it will not
complete the human health portion of the registration review or any associated tolerance
revocation of chlorpyrifos without first attempting to come to a clearer scientific resolution on
those issues. As noted, Congress has provided that EPA must complete registration review by
October 1, 2022.

Milestones

•	Following publication of the order in the Federal Register, there is a 60-day period
during which any person may file an objection to any aspect of the order and may also
request a hearing on those objections.

•	The Draft Biological Opinion for chlorpyrifos (as well as malathion and diazinon), are
expected from the Services in late May 2017 or early June 2017, with final BiOps by
December 2017.

•	EPA intends to complete the registration review of chlorpyrifos by October 1, 2022.
