Questions Received During 1/26/2023 Informational Webinar

1)	Regarding the Build America, Buy America Act (BABA), what is the amount of
funding above which BABA requirements are triggered? Is the threshold for
individual components or the overall grant?

a. Any grant receiving less than $250,000 in federal funding (EPA funding in the
case of this grant) is exempt from complying with BABA. The threshold
pertains to the total grant, not individual components. More information can
be found at https://www.epa.gov/cwsrf/build-america-buv-america-baba

2)	Can an applicant submit multiple applications for different projects?

a. Yes. An applicant can submit multiple applications. They will all be evaluated
independently.

3)	Which kinds of previously conducted/on-going grants should be used to
demonstrate past performance as required by the mandatory documents portion of
the RFA?

a. Any previously conducted or on-going grant can be used to document
performance. However, the list need not be exhaustive and should focus
particularly on grants most relevant (size, scope, topic area) to this grant
opportunity.

4)	Can entities from outside of Rhode Island apply for this grant?

a. Yes. The only requirement is that any work conducted under the grant occur
in and benefit Rhode Island. Organizations from outside of Rhode Island are
encouraged to apply.

5) Can an applicant propose a project below the stated $310,000 minimum grant size?
a. Yes. An applicant can submit a proposal for a grant of less than $310,000.
