From cleanup milestones at Superfund sites and communities benefiting from brownfields
redevelopment to significant air and water quality improvements, EPA Region 3 and its partners
marked the Agency's 50th Anniversary in 2020 with sustained actions to promote cleaner land,
air and water.

Meeting the challenge of the pandemic, EPA Region 3 re-imagined its work by conducting virtual
public meetings and executive events, using systems remotely to award millions of dollars in
grants to communities throughout the Region, and enforcing environmental laws to protect the
public from threats to human health and the environment. This interactive report contains

AGRICULTURE

First Region to develop Memoranda of Understanding with State Agriculture
Departments - Delaware, Maryland, Pennsylvania and West Virginia.

Priority Agriculture Watershed Maps collaboration with U.S. Geological
Service (USGS) of high nutrient-ioading agriculture watersheds to target
EPA Chesapeake Bay funding for greatest water quality benefits.

Developed Natural Resources Conservation Service (USDA)-EPA Teams for
federal funding communication and coordination in the Chesapeake Bay
Watershed.

Chesapeake Executive Council signed an historic statement reaffirming the
partnership's commitment to embrace diversity, equity, inclusion and justice
in all areas of the Chesapeake Bay Program.

Provided detailed reviews of two-year plans by the six Chesapeake Bay
watershed states and D.C. to reduce nutrient and sediment pollutants impact-
ing the Bay.

Of the 26 meetings and events in Fiscal Year 2020, the Regional Administrator has attended
seven events, which include: a meeting with the Mayor or Huntington, West Virginia; touring
sites for potential revitalization; walking tour of future development in Opportunity Zones in
North Philadelphia, Pennsylvania; and, tours of Opportunity Zones ripe for redevelopment in
Coatesville, Pennsylvania. EPA has had discussions and continues collaboration with commu-
nity leaders about community needs and the types of EPA assistance and expertise available
to reignite revitalization efforts, such as grants, technical assistance, and working with
communities to identify and address environmental and public health concerns.

Region 3 visited Second Chance Farms - an
indoor vertical hydroponic farm, located in an
economically distressed neighborhood in
Wilmington, Delaware - to learn more about
this farming technique for one of its Smart
Sectors, Outdoor Recreation, which focuses on
golf courses and urban farms.

On July 30, 2020, the U.S. District Court in Richmond, VA entered a consent decree
with Dominion Energy Virginia, requiring the power company to pay a $1.4 million
civil penalty for serious, chronic CWA violations, and to conduct environmental
compliance audits.

A U.S. District Court approved a modification of the 2008 consent decree with
ALCOSAN, the Allegheny County sewer authority. The modification gives ALCOSAN
and its municipal customers the ability to reduce sewer overflows through an
integrated "green" infrastructure approach. These green measures couid reduce
flow -- cutting down on "gray" infrastructure, such as pipes and tunnels,

On September 16, 2020, Region 3 ordered a Wilmington, DE company to stop
marketing products with anti-COVID claims that were not registered under FIFRA,
the federal pesticide law. This action promoted environmentally safe and effective
anti-viral products.

Region 3 Settled Clean Water Act case against Ise America, Inc. involving five
Maryland egg facilities. The Japan-Based Company agreed to Pay $137K penalty and
comply with Maryland's General Permit for Concentrated Animal Feeding Operations.
