EPA has had discussions and continues collaboration with commu- nity leaders about community needs and the types of EPA assistance and expertise available to relgnite revitatijation efforts, such as grants, technical assistance, arid working with communities to identify and address environmental arid public health concerns. Region 3 visited Second Chance Farms - an indoor vertical hydroponc farm, located in an economically distressed neighborhood in Wilmington, Delaware - to leam more about this farming technique for one of its Smart Sectors, Outdoor Recreation, which focuses on golf courses and urban farms. On July 30,2020, the U.S. District Court in Richmond, VA entered a consent decree with Dominion Energy Virginia, requiring the power company to pay a £1.4 million civil penalty to serious, chronic CWA violations, and to conduct environmental compliance audits. ^ j A U.S. District Court approved a modification of the 2008 consent decree with ALCOSAN, the Allegheny County sewer authority. The modification gives ALCOSAN and its municipal customers the ability to reduce sewer overflows through an integrated "green" infrastructure approach. These green measures could reduce flow - cutting down on "gray" infrastructure, such as pipes and tunnels. On September 16,2020, Region 3 ordered a Wilmington, DE company to stop marketing products with anti-COVID claims that were not registered under FIFRA, the federal pesticide law. This action promoted environmentally safe and effective anti-viral products. Region 3 Settled Clean Water Act case against Ise America, Inc. involving five Maryland egg facilities.
