This fact sheet is to notify the public of the proposed approval of environmental activities at Emerald
Transformer PPM LLC, located in Tucker, Georgia. Emerald Transformer is seeking a renewal of their Approval
from the U.S. Environmental Protection Agency for the

continued management of chemicals called	Aerial View of Emerald Transformer PPM-Tucker, GA

polychlorinated biphenyls (PCBs) at the facility. The
environmental activities identified in the draft EPA PCB
Approval include the commercial storage, processing,
and disposal of PCB waste by the disposal of PCB waste
oil. The purpose of the Approval is to ensure the facility
operates in a manner that protects human health and
the environment and complies with federal regulations.

This provides a ten-year proposed renewal of their
current Approval.

The EPA has determined that the commercial storage,
processing and disposal of PCB waste oil in accordance

with the Toxic Substances Control Act (TSCA), the draft PCB Approval and all other federal and state
requirements will not pose an unreasonable risk of injury to health or the environment. This draft PCB
Approval renewal covers only activities related to PCB waste.

This fact sheet provides an opportunity to learn more about
the TSCA Approval process, as well as the upcoming public
comment period.

Public Comment Period

The EPA is committed to fostering meaningful public
involvement in environmental decision making. The draft PCB
Approval is available for a 30-day public comment from
February 1, 2021 to March 5, 2021. On the next page of this

fact sheet, you will find the Public Notice Website link to the draft PCB Approval and the TuckerTown
Hall location to access the draft Approval and other documents for the Emerald Transformer facility.
The public may provide written or oral comments about the draft PCB Approval during the 30-day
comment period. Please submit your comments by email by the deadline to the EPA's Technical Project
Manager. If email is not accesible, comments can be made over the phone (contact information
below). The EPA will evaluate public input and finalize its decision after responses have been prepared
to all written comments received.

What is TSCA?

TSCA stands for the Toxic Substances Control
Act regulations. The Toxic Substances
Control Act of 1976 provides the EPA with
authority to require reporting, record-
keeping and testing requirements, and
restrictions relating to chemical substances
and/or mixtures, which include PCBs.

Alternate Disposal Technology at Emerald Transformer
Tucker Facility

Background

Under TSCA regulations, Emerald Transformer must
obtain a PCB Approval from the EPA to store, process
and dispose of PCB waste at its facility. PCB waste
must be stored in a manner that presents no
unreasonable risk of injury to health and the
environment and that does not impede routine inspections carried out by Emerald Transformer as required by
the Approval, The EPA has reviewed Emerald Transformer's application for operation of the Tucker facility.
The draft PCB Approval allows the facility to continue to store and process PCB waste and dispose of PCB
waste oil in the dechlorination treatment system.

The draft TSCA PCB Approval includes these sections:

•	General Conditions - Emerald Transformer must operate its facility in compliance with the conditions of the
Approval and consistent with the information included in the Emerald Transformer Application and in
accordance with TSCA and the PCB Regulations, including the requirements of the "PCB Spill Cleanup Policy"
(found at 40 C.F.R. Part 761);

•	Storage ofPCBs- The PCB storage areas must meet certain inspection requirements and maintain proper
engineering standards to prevent chemical releases. Emerald Transformer may store PCB wastes in a
manner that allows maximum use of space within certain conditions and PCB storage in any other non-
designated area will be a violation of the Approval;

•	Chemical Decontamination ^-Processing conditions, feedstock restrictions, process monitoring, and
recordkeeping are included within the draft approval document;

The draft TSCA Approval is scheduled to be issued for a term of 10 years. The EPA has the authority to suspend
or revoke the PCB TSCA Approval at any time if the EPA has reason to believe that the continued operation of
this facility presents an unreasonable risk to human health or the environment.
