Clean Water State
Revolving Fund (CWSRF)

CWSRFs are federal-state partnerships
that exist in ail 50 states and Puerto Rico
and operate like banks to provide flexible,
low-cost financing for water quality
infrastructure projects to protect water
resources, public health, aquatic habitat,
and to meet environmental standards.

WHO CAN GET FUNDING?

Local, state, territory, arid tribal governments

Wastewater and stormwater utilities

Conservation districts and land trusts

Nonprofit community groups (e.g., watershed
organizations)

Farmers, small businesses, and homeowners

WHAT CAN YOU DO?

Construction/renovation of publicly owned
treatment works (POTWs)

Planning and design

Decentralized wastewater treatment systems

Stormwater management

National Estuary Program projects

Water conservation, efficiency, and reuse

Energy efficiency at POTWs

Agricultural/silvicultural best management
practices

Clean up of contaminated sites

Security and cybersecurity measures at POTWs

Habitat protection and restoration

Ground or surface water protection and
restoration

Technical assistance

Climate resilience for POTWs

PROGRAM FEATURES

State, federal, and repayment dollars make
CWSRF a permanent source of funding

100% of eligible costs can be funded

Loan terms up to 30 years

Below-market interest rates, with some interest-
free options

Repayment deferral up to 1 year from project
completion

Potential loan forgiveness for disadvantaged
communities and stormwater, sustainability, or
conservation projects

Debt refinancing

Credit enhancements

No minimum or maximum project size, typical
range is $50,000 to $25 million
