Greenhouse Gas Reduction Fund vvEPA The Greenhouse Gas Reduction Fund (GGRF) is a historic new EPA program created by President Biden's Inflation Reduction Act. This first-of-its kind program will provide nearly $27 billion in competitive grants to mobilize financing and lever- age private capital for clean energy and climate projects that reduce greenhouse gas emissions - with an emphasis on projects that benefit low-income and disadvantaged communities. The Greenhouse Gas Reduction Fund has the following program objectives: 1. Reduce greenhouse gas emissions and other air pollution; 2. Deliver the benefits of greenhouse gas and air pollution reducing projects in low- income and disadvantaged communities; and 3. Mobilize financing and private capital to stimulate additional deployment of greenhouse gas and air pollution reducing projects. The Greenhouse Gas Reduction Fund will be implemented via two grant competitions that will lower energy bills, reduce pollution, and leverage private capital to combat climate change and create economic opportunity for American communities. EPA anticipates opening compe- titions for funding under this program in early summer 2023. www.epa.gov/ggrf ------- General and Low-Income and Disadvantaged Communities Competition This competition will award $19.97 billion in competitive grants to create a national network of eligible non-profit entities who will facilitate the technical assistance and capacity building necessary to strengthen the ecosystem of community-based organizations, small businesses, workers, suppliers and financial institutions required to accelerate the transition to an equitable net-zero economy and catalyze the jobs of the future. These grantees will partner with community financing institutions like state, local and independent green banks, community development financial institutions, credit unions, and others to enable investments in projects that reduce pollution and lower energy costs - particularly in low-income and disadvantaged communities. EPA expects to make between 2 and 15 grants under this competition. Zero-Emissions Technologies Competition This competition will award $7 billion in competitive grants to states, tribes, municipalities, and eligible non-profit entities to enable the deployment of residential rooftop solar, community solar and associated storage and upgrades in low-income and disadvantaged communities - so that all families have access to low-cost clean energy. EPA expects to make up to 60 grants under this competition. What does the Greenhouse Gas Reduction Fund mean for my community? The Greenhouse Gas Reduction Fund is a transformative investment in American communities. For too long, a lack of access to capital has prevented communities from embracing tested technologies and strategies that lower energy bills, cut pollution and create good paying jobs. The Greenhouse Gas Reduction Fund will make grants that facilitate access to financing and technical assistance across the country, enabling communities to respond to the threat of climate change, build resiliency, and invest in environmental justice. How will Greenhouse Gas Reduction Fund dollars flow into projects? Unlike a typical grant program, EPA will not provide grants directly to projects. Rather, EPA will provide grants to eligible states, tribes, territories, municipalities and nonprofit entities and those grantees will then provide loans, grants, and other forms of financial and technical assistance to eligible projects. Communities, small businesses, and individual households will be able to seek funding from these grantees and the indirect recipients they fund, like green banks, community development financial institutions, credit unions, and others.
