The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. ENHANCED TREATMENT AND SITE UPGRADE PHASE 1 PROJECTS BORROWER: Union Sanitary District LOCATION: U nion City, California WIFIA LOAN AMOUNT: $250 million TOTAL WIFIA PROJECT COSTS: $385 million POPULATION SERVED BY PROJECT: 357,000 people NUMBER OF JOBS CREATED: 1,630 jobs Photo credit: Union Sanitary District PROJECT DESCRIPTION Union Sanitary District's enhanced treatment and site upgrade projects will modernize aging wastewater treatment plant infrastructure, upgrade nutrient removal processes, and improve the system's resiliency to extreme weather conditions and climate change. When completed, the wastewater treatment plant will provide a higher level of treatment for 33 million gallons of wastewater per day. This will help improve water quality of the San Francisco Bay by reducing the amount of nitrogen discharged by 50 percent and amount of ammonia by 90 percent on an annual basis. Additionally, the projects will improve system resiliency in addressing wet weather events and the anticipated effects of climate change on the facility. PROJECT BENEFITS • Supports the regional, collaborative effort to implement the San Francisco Bay Nutrient Management Strategy by reducing nutrient discharges. • Adds multiple resiliency components to the system to address extreme wet weather and climate change. • Saves Union Santiary District an estimated $50 million by financing with a WIFIA loan.
