of environmental regulations on small communities. We value the input that
everyone on this subcommittee has to offer.

4.	Discuss Risk Communication Report

a.	Introduce the Draft Risk Communication Report

b.	Comments:

Risk communication is critical in dealing with an emergency and it is important
to have a comprehensive system set up before a crisis happens,
i. Several members reiterated that they agree with the recommendations.

Communities are the first line of defense in order to prepare people and defend
the environment and natural resources, so it makes sense to have a clear
document stating how important it is that the Agency work with communities
and consider the risk communication strategies that they have in place.

Open Floor to Discuss Issues of Concern

i.	This is a forum for members to discuss issues that are impacting their communities
that can be addressed in future meetings. Topics mentioned include:

ii.	WOTUS and wetland mapping. It can be difficult to implement when ideas are
changed halfway through. Members would like more clarity into the changes that
have been made and the implementation process.

iii.	Harmful Algal Blooms, including in lakes. What is the Agency doing to address this
problem?

iv.	Recycling, food waste, and waste management facilities.

i. Metal recycling in Carolina, Puerto Rico. A company is receiving old trucks and
the grounds are becoming contaminated due to chemicals released. Would like
clarity and to discuss how the federal government regulates contamination from
companies like this. How can communities work with the EPA to reinforce the
environmental regulations of different communities and be a resource to local
officials?

v.	Clean Air Act regulations and Air Particulates-would like to follow up on what is being
done to regulate.

vi.	Polluted former industrial sites and cleaned up former industrial sites that may have a
negative stigma against them. What is being done on the federal level to track these?
What resources are available to local offcials?
