How can I register to speak at the hearing?

Pre-registration for the public hearing is closed. To inquire about same day registration, please
email PM-NAAQS-Review-Hearing@rti.org.

I don't want to speak at the hearing, but I'd like to watch it. Do I need to register?

You do not need to register to watch. EPA will livestream the hearing. We will post a link to
the livestream before the start of the hearing on our website.

What platform will EPA use to conduct the hearings on February 21, 22 and 23, 2023?

EPA will conduct the hearing remotely using the Zoom video conferencing service.

I haven't used Zoom before. How do I testify during the hearing?

If you plan to testify using your computer or smart phone, you can download the Zoom
software by going to the Zoom download page or the Apple or Android app store for
smartphones. Note that if you are participating in the hearing by video, your computer must
have operating camera, microphone, and audio functions.

If you do not have access to a computer with operating camera, microphone, and audio
functions, you may testify by phone by dialing the Zoom-generated phone numbers you
received in your registration confirmation.

Will the hearing be transcribed? Will the transcripts be available to the public?

The hearing will be transcribed by a court transcribing service, which may record the hearing to
assist in preparing the transcript. EPA will post the transcripts to the docket when they are
complete. Visit the docket for this rulemaking.

How can I comment on the proposal?

There are two ways to comment on EPA's supplemental proposed rule:

1.	Comment at the public hearing: Registered speakers will have 4 minutes to
provide testimony.

2.	Comment in writing: Comments must be received on or before March 28, 2023. EPA
prefers that you submit comments online through the Federal eRulemaking Portal.
When you get to the portal, type EPA-HQ-OAR-2015- 0072 in the search box. That will
take you to a link to the docket for the proposed rule. Under the link, there will be a
button that says "Comment." Click on that button to submit your comments, or you
can open the link, and use the blue button in the upper left to enter your comments.
