Section I - INTRODUCTION
PURPOSE OF THE INSPECTION
EPA inspector Sarah Frey, accompanied by Richard Helmich (National Enforcement Investigations
Center, "NEIC"), David Mahoney (NEIC), and Ali Gitipour (Office of Research and Development), arrived
at Nucor Steel Louisiana LLC - Direct Reduced Iron Facility at 8:35 am on April 23, 2022 for an
announced inspection. Notification of the inspection occurred on Friday, April 22, 2022. We were
accompanied by Louisiana Department of Environmental Quality inspector Sophia Ong. We checked in
at the security gate and then met with Marshall Crawford/Environmental Manager, Lane
Grant/Technical Manager, and Erika Caruso/Environmental Engineer. Credentials were presented to Mr.
Crawford, and we informed him that this was an EPA inspection to evaluate potential sources of excess
emissions using EPA's Geospatial Measurement of Air Pollution ("GMAP") vehicle and evaluate
compliance with the facility's Title V Permit and the Clean Air Act. The scope of the inspection is a partial
compliance evaluation ("PCE"). This inspection occurred as part of the Administrator's Multi-Scale
Monitoring Project called the Pollution Accountability Team (PAT).
FACILITY DESCRIPTION
The Nucor Steel Louisiana LLC - Direct Reduced Iron Facility processes iron oxide pellets into iron to be
shipped to offsite steel mills. The facility began operations in 2013 and operates under Permit Number
3086-V9 issued June 23, 2020.
Section II - OBSERVATIONS
The NEIC GMAP was driven by Mr. Mahoney and the instruments were operated by Mr. Helmich and
Mr. Gitipour. A facility representative, Ms. Caruso, was present in the GMAP. Inspectors Dr. Frey and
Ms. Ong were escorted in a facility vehicle by Mr. Crawford. Ms. Caruso led the GMAP throughout and
around the facility, where air pollution data was collected and recorded. A full report from the GMAP
will be issued by NEIC at a later date.
When driving past the ore yard, low concentrations of sulfur dioxide were detected above
background/baseline ambient concentrations. Downwind of the cooling tower, concentrations of
methane were detected above background. No photos or videos were taken during the inspection.
Section III-AREAS OF CONCERN
Richard Helmich and Sarah Frey conducted a closing conference at Nucor Steel Louisiana LLC - Direct
Reduced Iron Facility at 10:10 am on April 23, 2022 for the inspection. Davie Lartigue, Operations
Manager, Mr. Crawford, Ms Caruso, and Mr. Grant were in attendance. During the closing conference,
Mr. Helmich reviewed the emissions detected by the GMAP during the inspection. We observed no
areas of concern at the time of the inspection and departed at 10:30 am.
